Attach 1 - (U) FY21-40 Areas of Interest New Attach 3 - 2018 FedBizOps Quad Chart Attach 2 - FedBizOps Submittal Form RFI-AFSOC-18-01 Amendment 01 (1 Nov 2018) PRIVACY ACT STATEMENT: This page may contain Privacy Act Information. The Privacy Act, 5 U.S.C. 552a, requires that federal agencies inform individuals at the time information is solicited from them. Failure to provide Personally Identifiable Information (PII) may limit the efficient performance of ADNI-CIO administrative/management responsibilities. I.Introduction: This is a Request For Information (RFI) ONLY from Headquarters AirForce Special Operations Command (HQ AFSOC) at Hurlburt Field, FL. THIS IS NOTA SOLICITATION. Interested firms shall not send proposals in response to this Notice.This notice shall not be construed as a commitment by the Government to issue asolicitation nor does it restrict the Government to a particular acquisition approach. II.Background: The Gap Analysis phase of the HQ AFSOC Strategic Planning Process (SPP)Capability-Based Assessment (CBA) produced the FY21-40 Prioritized Gap List (PGL)and provides the basis for a data call for potential solutions grounded in the DOTMLPF-P framework. III.Technology Nomination Process: AFSOC's unclassified Areas of Interest (AOI) list (attached) is provided as a decision aid for potential solution providers to nominate their technologies or capabilities. The submittal template (attached) will capture information against a specific AOI. If your solution applies to more than one AOI, please submit a separate form for each applicable AOI. Because space is limited, you can also attach white papers (PDF format) to help further describe your solution and how it applies to our areas of interest. It's important to provide as much detail and data as you can during your initial submittal. The Summary Quad Chart Template (attached), should briefly summarize your solution by AOI to include technical / manufacture readiness levels, cost information, and milestones. This quad chart will also be included in our database and provide a "snapshot" of your technology or capability. Once we receive your solutions, we will review them for content and if necessary ask for additional information or clarification. Once complete, we will vet it through the appropriate HQ AFSOC Subject Matter Experts (SME) and Action Officers (AO) for their review and comment. This not only ensures the applicability to the AFSOC mission, but key points and questions are identified and addressed upfront and early in our vetting process. Afterwards, we will import them into our solution database. This central solution repository helps us maintain awareness of and visibility on your solution submittals. This provides AFSOC an extensive library to quickly correlate specific requirements or capability gaps against candidate solution(s). IV.Prioritized Gap List (PGL): The FY 21-40 PGL contains the Command's most enduring and critical capability gapsand each entry includes in depth detail to include: a gap description, backgroundinformation, major components, and their attendant measures of merit. It is a classifieddocument and is currently hosted in electronic form on a classified network. The PGLcan be accessed from the following SIPRNET webpage: https://afsoc.sof.socom.smil.mil/sites/a58/A8X/Strategic%20Documents/01.%20AFSOC%20Prioritized%Gap%20List Note: The AFSOC PGL will no longer be distributed via hardcopy, nor mailed from HQ AFSOC. Access to the AFSOC PGL can only be obtained electronically or via official visits by security cleared representatives to HQ AFSOC. In addition to the PGL, we have also included the unclassified USSOCOM Areas of Interest NIPRNET webpage: https://www.socom.mil/SOF-ATL/Pages/Capabilities.asp V.PGL Request Guidance: Step 1: a.Interested solution providers will submit a Notice of Interest (NOI) to HQAFSOC/A8XZ. The unclassified NOI shall include a brief Vendor CapabilityStatement (limited to 10 pages in PDF format) to include the following: 1.Core Competencies 2.Key Personnel Requesting Access 3.Classified e-mail address of individual taking responsibility for receivingand securing the AFSOC PGL. b.In a separate, password protected document, solution providers may submitsecurity cleared company representatives (limit to five personnel) requiringaccess to the PGL. Use this document to identify the following personallyidentifiable information (PII) for designated company representatives: 1.First Name 2.Last Name 3.SSAN (Needed to verify security clearances) 4.Classified Email Address 5.Telephone Number NOTE: As an alternative to sending PII, companies may submit clearances via the Joint Personnel Adjudication System (JPAS) to the following Security Management Office (SMO) code: EE0VFJHM6. Please enter AFSOC/A8XZ Attn: PGL RFI within the POC block. c.Providers will answer the following questions to allow AFSOC to determine thedegree of foreign involvement/influence in the provider's company: 1.Is the company US owned and US operated? 2.Is the company US owned but foreign controlled? 3.Is the company US owned by foreign affiliated? 4.Is the company foreign owned and foreign affiliated? 5.Is the company a US subsidiary of a foreign company? NOI unclassified email submittals: AFSOC.A8X.SP@us.af.mil NOI classified email submittals: AFSOC.A8X.SP@socom.smil.mil NOI normal mail submittals: HQ AFSOC/A8XZ 100 Bartley St, Suite 209W Hurlburt Field, FL 32544-5434 d.For providers who have been previously approved to receive the PGL and wishto receive the latest updated version, confirm the following in writing from thesecurity POC as an alternative to resubmittal of the NOI: 1)Changes in company core competencies, key personnel, or classified e-mailaddresses. 2)Changes to cleared personnel requiring access to the PGL IAW item babove 3)Changes to the answers to the questions IAW item c above Step 2: a.Following a review of the NOI, the Government will notify solution providers ofthe results. Approved solution providers will be granted access to the AFSOCPGL via one of two methods: 1.Classified email directly to one of the cleared company representativesidentified in the company NOI. 2.In person review of the material, to be scheduled at a negotiated date/timebetween cleared company representatives and HQ AFSOC. Individualsseeking to review the PGL must have a valid security clearance, verifiedby AFSOC/A8X. NOTE: Unapproved solution providers or those providers that cannot meet at least one of the requirements above (a.1. or a.2.) will be dismissed from further participation in the AFSOC Strategic Planning Process. b.As indicated in section III, the Submittal Template and Summary Quad shallbe used to nominate potential solutions. A separate form must be used foreach solution submittal and all submittals should indicate the related PGLitem or items. Discussions with any of the AFSOC points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposal. Only Contracting Officers are legally authorized to obligate the Government. Current RFI Open Period: This RFI will remain open until 01 July 2019 unless amended or superseded. All submissions will be accepted and receipt will be acknowledged. Follow-up requests for additional information on specific submittals will be initiated by the Government. The RFI may be reissued and/or amended periodically, as needed.
