- The purpose of this Source Sought Notice is to gain knowledge of potentials sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The United States Property & Fiscal Office of PA (USPFO-PA) may issue a solicitation and award of a contract to establish a subsistence prime vendor to provide the following categories of items to the Pennsylvania Army National Gaurd: Chilled Products; Frozen Fish, Meat, Poulty; Semi-perishable food items (i.e., canned foods, condiments, sauces, seasonings, spices, fats, oils, confectionery, nuts, sugars, etc); Frozen Foods (fruits, vegetables, prepared foods other than fish, meat, and poulty); Fresh Fruits and Vegetables; Cereals (hot and cold); Eggs; Dairy and Ice Cream Products; Beverage and Juices; Bakery Products; Prepared Food Box luch, Consumable (disposable) Products associated with the preparation and serving of food items (i.e., disposable trays, cups, plastic forks, knives, and spoons; napkins, aluminum foil, plastic wrap, and cleaning supplies). Subsistence (rations) shall meet health/sanitation standards required by USDA and the Department of Health. Additionally, the requirement of Army Technical Bulletin (TB Mef 530), Occupation and Environmental Health Food Sanitation, are most stringet and therefore supersede all less stringet requirements of the other named departments. The establishment of a Indefinite-Quality Contract under FAR Part 16.5 is anticipated. Overall contract celing for all orders under contract will not exceed $20 million. Ordering period is expected to be a initial period of twelve (12) months, with up to four (4) options to extend the ordering period for successive twelve (12) months periods. Contract, with options, will not exceel five (5) years or the contract ceiling, whichever first occurs. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as the prime contract no later than November 16, 2018. This notification must include a completed and signed Source Sought Information Form. In the event adequate Small Business Contractors are not advailable for adequate competition for this project, it may be advertised as unrestricted. Responses to this Source Sought Notice shall be provided via email to michael.e.frazier.32civ@mail.mil and michael.m.hancock.civ@mail.mil.
