- SPECIAL NOTICE Modular Active Protection Systems (MAPS) Framework (MAF) Compliant Laser Warning Receiver (LWR) The United States Army Contracting Command - Warren (ACC-WRN) intends to issue an Ad-Hoc Request for Enhanced White Papers for prototype Modular Active Protection System Framework (MAF) Compliant Laser Warning Receiver (LWR) under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025, on approximately November 13, 2018. The GVS OTA was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. Product Manager Vehicle Protection Systems (PdM VPS) expects to conduct a "Rodeo" or series of demonstration events to validate the maturity of LWRs and to evaluate their potential for integration onto the Ground Combat Systems (GCS) Combat Vehicle Fleet. This effort would tentatively consist of three phases to ensure maximum competition and potentially result in procurement of systems for GCS Army ground vehicle fleet. The LWR will be expected to demonstrate platform compatibility and an increase to ground combat vehicle survivability, at a minimum, detect military laser aided threats such as Laser Range Finders (LRF) and Laser Target Designators (LTD), and Laser Beam Riding Missiles (LBR). The LWR shall be required to provide rapid warning of threat type and signal direction to the Modular Active Protection System (MAPS) Controller (MAC) via the Modular APS Framework (MAF), as well as signals to enable deployment of obscurants and other electronic warfare countermeasures. FOLLOW-ON ACTIVITIES: In accordance with 10.U.S.C. 2371b(f), and upon a determination that this competitively awarded prototype project has been successfully completed, this prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated follow-on production quantity is anticipated to vary between a single Armored Brigade Combat Team (ABCT) (Abrams, Bradley, AMPV) with a quantity of approximately 400 systems to multiple ABCTs and Stryker Brigade Combat Teams (SBCTs) with focus on Infantry Carrier Vehicle (ICV) and ICV-Scout (ICV-S) ranging up to a quantity of approximately 8,200 MAP Compliant LWR systems. NOTE: This Special Notice announcement is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government's intent to issue a Request for Enhanced White Paper (RWP) to the NAMC membership. The RWP will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the RWP to the NAMC.
