Description
Introduction: The purpose of this request for information (RFI) is to search for qualified vendors capable of meeting the requirements to provide a full range of expertise in federal accounting, procurement practices, workforce training, auditing and change management to support the mission of the Department of Veterans Affairs (VA), Financial Management Training Initiative (FMTI). The Contractor shall provide the full range of services for: FMTI Event Planning - Plan outreach and training events to engage and inform the field. The Field in this PWS is defined as VA staffs and sub-offices (which includes Veterans Health Administration (VHA) offices, Veterans Benefits Administration and the Nation Cemetery Administration) and VHA Medical Centers. Financial Integrity Teams Workshops - Facilitate collaborative workshops to share best practices and develop corrective action plans Job Aids - Develop desk guides, handbooks, standard operating procedures (SOP) and job aids to assist the field Course Development - Create/update course content to support workshops, outreach and training Core Competency Curriculum Analyze VA s established core curriculum, identify gaps and provide recommendations to bridge gaps Employee Development Tracking - Link, offer and assign employee training based upon job series, grade, career track in VA s Talent Management System (TMS). See attached Performance Work Statement (PWS) titled Draft - PWS FMTI Program Support. This request is a RFI only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. The North American Industry Classification System (NAICS) for this requirement is 541519 with a size standard of $27.5 million. A company that is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB) must be VIP registered and verified (http://www.va.gov/OSDBU/index.asp). Please provide positive or negative feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. What experience do you have in organizing, managing and facilitating Federal Government audit readiness events, work sessions, and on-line training events? What experience do you have in Federal financial analysis and developing mitigation and corrective action plans to resolve financial statement audit findings to include material weaknesses and significant deficiencies at the level of complexity, size, and scale of the Department of Veterans Affairs? Please provide your experience and knowledge of best business practices for the resolution of audit finding in large Federal Government agencies. What experience do you have in providing subject matter expertise and business advisory/consulting services for Federal financial management, specifically the Federal Managers Financial Integrity Act (FMFIA) of 1982 Sections II and IV, the Chief Financial Officers (CFO) Act of 1990, and the Office of Management & Budget (OMB) Circular A-123, Appendices A, B, C & D, Treasury Regulations and Guidance Specific to Federal Government financial audits, Financial Audit Manual and United States Government Accountability Office, Government Auditing Standards Yellowbook, December 2011, and other financial and other pertinent Federal financial management requirements? What experience do you have in providing audit readiness and audit remediation support utilizing training, job aids, SOPs, handbook and guidance in an organization of the level of complexity, size, and scale of the Department of Veterans Affairs? What knowledge, skills, abilities and experience do you have with the assessment of skills in an organization s financial management workforce and how have you developed strategies and training to assess the gaps and provide the needed training to improve financial management skills in the workplace? What knowledge, skills, abilities, and experience do you have in planning, scheduling, program management, coordination and collaboration with Federal management to provide administrative expertise for an organization of the level of complexity, size and scale of the Department of Veterans Affairs for workshops, on-line and ad-hoc in-person/virtual training and collaborative sessions utilizing Microsoft Outlook/Skype, Lync, SharePoint sites, meeting access tools and other compatible software and tools to create complex dashboards, effective SharePoint sites and other tool enhancements? What experience do you have with developing training and technical skills in a financial management systems migration environment, in adherence with the Federal Managers Financial Integrity Act (FMFIA) of 1982, the Chief Financial Officers (CFO) Act of 1990, the Office of Management & Budget (OMB) Circular A-123, and other pertinent Federal internal control and financial management requirements? What is your knowledge, skills and experience with Department of Veterans Affairs financial operations, business practices, financial accounting and financial systems? Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if set-aside, as set forth in Veterans Affairs Acquisition Regulation (VAAR) 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB Set-Aside and VA Notice of Total VOSB Set-Aside, respectively, and 13 CFR §125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs or VOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION). Please note that in accordance with 13 CFR §125.6 limitations on subcontracting requirements, demonstrate how you will not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated. Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government as it relates to VA s requirement described in the draft PWS.
