Description of Requirement: Firm Fixed-Price (FFP) contract Place of Performance: Contractor's Facility Export Control: No Office Address: Defense Logistics Agency; 3001 Staff Drive; Tinker AFB, OK; 73145; Primary POC: Alan Welch; Tinker AFB, OK; alan.welch@us.af.mil Regulatory Statement(s): The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for a sole source proposal from Pratt & Whitney Services Inc. (Serviceable Military Assets). Contract award can only be made to interested sources that are registered in the System for Award Management (SAM) : https://www.sam.gov. The Government is soliciting ONLY New/Unused or Used/Overhauled Government Surplus material. Proposals for appropriate surplus material MUST meet conditions specified therein. Based upon market research, the Government is not using policies contained in FAR Part 12, Acquisition of Commercial Items, it its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The anticipated award date will be 60 days after the issuance of this notice.
