- This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-19-Q-0261. The North American Industry Classification System (NAICS) Code for this requirement is 493110. The small business size standard is $27.5M. This requirement is being solicited on a sole source basis to Tyco Electronics Subsea Communications, CAGE Code 097Z5, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase the following on a sole source basis: CLIN 0001 - Storage of approximately 100KM of undersea cable for the period of 14 November 2018 through 13 November 2019. It is expected to place a purchase order with Tyco Electronics Subsea Communications. This action is a direct follow on to N66604-17-P-0049 awarded to Tyco Electronics Subsea Communications. Tyco Electronics Subsea Communications manufactured the cable and is currently storing the cable as contracted for under purchase order N66604-17-P-0049. The Government is getting ready to install the cable and Tyco Electronics Subsea Communications is the only vendor that can store the cable until it is ready to install because it would be cost prohibitive to move the cable to another facility. This notice of intent is not a request for competitive proposals. Per FAR 5.207(c) (16) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers for other storage facilities must contain complete description and prices. Section 508: This procurement does not include electronic and information technology (EIT), therefore, Section 508 contract requirements are not applicable. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9. Contractors must be actively registered in the System for Award Management (SAM) to be eligible for award. Instructions for registration are available at the following website: https://www.sam.gov/portal/public/SAM/ Quotes shall be emailed to the Primary Point of Contact, prior to the Response Date and Time as listed on this notice. Quotes received after the specified Response Date and Time will be ineligible for award. Quotes shall be valid for no less than 30 days
