This is a SOURCES SOUGHT NOTICE ONLY This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Response to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 2 is seeking preferably Service Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing This is a request for a base year plus 4 option years flat rental agreement or contract. The Philips Spectranetics CVX-300 excimer laser as this is the only Excimer laser system approved for use in the removal of cardiac pacemaker and defibrillator leads.   See DRAFT Statement of Work for detailed services. Background As per the Chief of cardio-thoracic surgery, Dr. Grossi, the Excimer Laser System is used to extract infected pacer leads as an alternative to sternotomy and exploratory cardiotomy.   Philips Spectranetics manufactures and markets the only Excimer Laser System approved in the United States, Canada, Europe and Japan for use in minimally invasive interventional procedures within the cardiovascular system. The Philips Spectranetics CVX-300 excimer laser in conjunction with proprietary optical fiber catheters is the only excimer laser system approved for use in the removal of cardiac pacemaker and defibrillator leads. An excimer laser produces pulsed bursts of ultraviolet (UV) light energy that are capable of vaporizing plaque and calcium into tiny particles, the majority of which are smaller than a red blood cell, that are easily absorbed into the bloodstream. This energy is transmitted along flexible glass fibers encased in catheters, which can be passed through arteries and veins. The UV light energy is then focused on the blockages that need to be treated. The Excimer CV laser is currently on site in the NY VA O.R. and has been used on an ongoing basis by the cardiac surgeons since January 2008. The Excimer laser is a critical piece of equipment that must remain on-site for the safety of cardiac surgery patients.   The OR Manager and the Chief of Cardiothoracic surgery have confirmed the continued need for this equipment for patient care. Both have also advised that it is more economical to lease this laser than to purchase it and it is absolutely necessary for patient care. The Department of Veterans Affairs New York Harbor Healthcare System (NYHHS) Manhattan Campus is the VISN 3 referral center for Cardiothoracic Surgery. 2. Objectives This is a request for a base year plus 4 option years flat rental agreement or contract. The Philips Spectranetics CVX-300 excimer laser as this is the only Excimer laser system approved for use in the removal of cardiac pacemaker and defibrillator leads.   3. Period of Performance (POP) Base plus four option years lease contract in accordance with Price/ Cost Schedule. POP: [ Date of Award 9/30/2023] 4. Place of Performance / Place of Delivery (NYHHS) Manhattan Campus Operating Room (OR). This equipment is used by cardiac surgery to extract infected pacer leads as an alternative to sternotomy and exploratory cardiotomy.   Equipment is already on site. This equipment shall always be available and in working order for the cardiac surgery program of NYHHS to remain operational. NYHHS cardiac surgery program is the referral center for cardiac surgery in VISN 3.   5. Scope or Tasks This equipment is used by cardiac surgery to extract infected pacer leads as an alternative to sternotomy and exploratory cardiotomy.   Equipment is already on site. This equipment must always be available and in working order for the cardiac surgery program to remain operational. NYHHS cardiac surgery program is the referral center for cardiac surgery in VISN 3.   6. Security This equipment does not store patient information or connect to the VA computer system. This equipment requires bio medical monitoring on an annual basis. 9. Warranty/Maintenance This type of laser requires very frequent servicing, which shall be included in the rental cost. The vendor has serviced the equipment when needed and shall ensure the laser system is functional well at all time Specifications and warranty will be upheld in accordance with CVX-300 EXCIMER LASER WARRANTY AND SERVICE TERMS 10.
