Description
This is a Special Notice of intent to procure SoundTrap ST4300 4-channel recorders that provide up to 16 days of continuous operation on all four channels at a 288kHz sampling rate, or up to 3 months with duty-cycled recording. A recently available modified version of the ST4300 allows for acoustic sampling at 576kHz on 2 channels, a configuration necessary for recording of the highest frequency cetacean species. The SoundTrap ST4300 recorder delivers high performance multi-channel recording in the smallest size and most robust option currently available on the market. The Pacific Islands Fisheries Science Center (PIFSC) requires the purchase of 7 SoundTrap ST4300 units for use during field research projects in 2019. PIFSC proposes to purchase the required instrumentation on a sole source basis from Ocean Instruments, Inc. The Government intends to acquire the equipment using FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. The Government intends to negotiate a firm-fixed-price purchase order with an approximate delivery date of January 7, 2019. The NAICS code for this procurement is 334511 with a corresponding size standard of 750 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, potential sources who believe they have the expertise and capability to meet the requirements may submit such documentation to the attention of the Contracting Officer via email at Stephanie.M.Garnett@noaa.gov no later than Monday, November 12, 2018 at 10:00 a.m. HST. Oral communications are not acceptable in response to this notice. A determination not to compete this requirement is solely the Government's discretion as it is the Government's belief that only Ocean Instruments can provide the requirements as stated above. All vendors doing business with the Government are required to be registered in the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM.
