Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to OLI Systems, Inc. to purchase OLI ™s Studio and Flowsheet software programs. This requirement is considered a sole source to OLI Systems because, to the best of the NETL ™s knowledge based on market research conducted, OLI Systems is the author and sole owner of OLI software (including OLI Flowsheet: ESP and OLI Studio: Stream Analyzer and Silver Service); and the confirmed sole authorized distributor and seller of OLI Software. NETL ™s Research & Innovation Center (RIC) utilizes various software programs for model building and has determined that the OLI Studio/Flowsheet software is the only known program that meets the requirement needs of NETL ™s brine separation processes. NETL RIC needs to input known chemistry inputs (i.e. concentrations of ions, such as Na+, K+, Ca+2, Mg+2, Sr+2, Ba+2, Cl-, HCO3-, CO3-2, SO4-2) into a program and then model various water treatment processes, such as MVR, MED, RO, UF and NF. These models will be used to estimate the capital cost, required chemicals, and power/heat consumption of various water treatment processes. OLI Studio/Flowsheet is the only known software that can perform both of these functions at the same time, while providing accurate predictions for precipitation of ions, such as calcium and barium sulfate, without having to provide user-defined inputs. The anticipated overall performance period is for a base year period plus up to four, one-year optional renewal periods through November 2013. No known potential alternate sources exist which could satisfy NETL's requirement needs. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:30 PM ET on November 17, 2018. Responses must be submitted in writing to the purchasing agent, Cynthia Panasiewicz, via email at Cynthia.Panasiewicz@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
