- Background On June 28, 2018 the USDA, Animal and Plant Health Inspection Service (APHIS) transferred FY-2018 funds of $3.8 million in the FY 18 budget to the USDA, Agricultural Research Service (ARS) to establish and conduct cooperative research projects identified as priorities by the Texas Animal Health Commission (TAHC) for the Cattle Fever Tick Eradication Program (CHTEP) in conjunction with USDA APHIS and ARS. The ARS-Plains Area has established 12 Non-Assistance Cooperative Agreements (NACA’s) with four Texas universities (Texas A&M University, College Station; Texas A&M University Kingsville, Kingsville; University of Texas San Antonio, San Antonio; University of Texas Rio Grande Valley, Edinburg). This appropriation requires the establishment of accelerated research and development for support of integrated eradication efforts of the cattle fever tick. These ticks transmit the agents causing bovine babesiosis (commonly termed cattle tick fever), and anaplasmosis which can kill cattle. Because of the complexity and diversity of the research, communication coordination between the universities and ARS scientists is imperative. All of the necessary program documents, equipment purchasing, agreements, and progress reports need to be accomplished with end of FY18 time constraints. Due to the late appropriation of funds by Congress in FY 17, it would be impossible to meet deadlines without support personnel. Therefore, a temporary contract project manager is needed to assist the Plains Area Office in establishing this new research project. Objective The objective of this task order is to provide a contract project manager to assist the ARS Plains Area (PA) Office and other ARS personnel in the establishment of the new CFTE research program. The project manager must have at least 25 years of experience in animal science as a research scientist and at least 10 years of experience in managing and leading research in general. Scope The contract project manager will provide advice and counsel to the ARS PA Office and other ARS personnel on issues related to establishing the research program for the eradication of cattle fever ticks. The contract project manager will assist the Area Office in accomplishing tasks associated with establishing a new research project, including those related to the research program, ensuring budgets are on track, coordinating meetings and teleconferences between research investigators, preparing bimonthly reports, and agreements. No security clearance is needed for this position. Tasks The contractor will provide advice, counsel, and assistance to the ARS PA Office and other ARS personnel on issues related to the establishing the CFT research project. Services will include providing bimonthly reports, monitor budgets and promote/coordinate communication between university cooperators and ARS personnel. Ensure IAACUC and AUP approved protocols are in place. Services also include interfacing with university cooperators, as appropriate. Service hours shall not exceed 800 hours at $75/hour. Travel costs paid by ARS will not exceed $7,500. Delivery Deliverables: 1. Coordinate bimonthly reports of research project progress. 2. Provide a bimonthly Executive Summary of project progress. 3. Communicate to the PA office any major issues that may hinder research project progress. 4. Coordinate and report any budget/spending issues to the ARS ADO. Government-Furnished Property, Material, Equipment, or Information N/A Security N/A Travel It is anticipated that several trips to ARS locations to Kerrville and Mission, TX as well as university cooperators may be necessary. Travel, funded by ARS, must be coordinated and approved by the PA office. Special Material Requirements N/A Other Unique Requirements Invoices and travel will be paid as tasks are completed and accepted by the PA Office. Places of Performance Aside from trips to ARS locations as described above, the work will be accomplished at an office located at the Southern Plains Agricultural Research Center or at the contractor’s place of residence, College Station, TX. ARS will provide an office and access to a computer for the contractor at this location. Period of Performance November 15, 2018 to November 14, 2019
