Description
Request for Information Description(s): Office of the Secretary of Transportation (OST), Office of the Inspector General (OIG) is issuing this Sources Sought Notice to identify potential Contractors that may be interested in and capable of performing the work described herein to provide support to an audit of a safety culture for a regulatory agency. OST/OIG welcomes all qualified Contractors concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. OST/OIG does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by OST/OIG. OST/OIG may; however later on issue a Request for Quote (RFQ). However, should such a requirement fail to materialize, no basis for claims against OST/OIG shall arise as a result of a response to this notice. BACKGROUND: The U.S. Department of Transportation, Office of Inspector General (OIG) is seeking to acquire expertise in assessing safety culture in a regulatory environment that will be utilized during self-initiated audit work related to the Department's FY 2018-2022 top strategic and organizational goal of reducing transportation-related fatalities and serious injuries across the transportation system. As a strategy to achieve this objective, the Department made a commitment to improve transportation safety by fostering a positive safety culture across the transportation sector. SCOPE: The OIG plans to assess the development and maturity of safety culture of a DOT regulatory agency, and its alignment with the agency's mission and responsibilities. Safety culture is a complex theoretical framework that has been heavily researched and studied for several decades, which has resulted in reliable and tested methodological best practices for safety culture assessments and survey development. Acquiring an expert in developing methodologies to assess safety culture in a regulatory environment to advise our OIG audit team will ensure proper assessment tools and practices are utilized, build confidence in our assessment results, and ultimately establish subject matter knowledge for future audit work. OBJECTIVE: The purpose of this contract is to acquire particular expertise for conducting a safety culture assessment, specifically for a regulatory agency. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide support on an ongoing basis to conduct assessments that meet the requirements of OST/OIG. SPECIFIC REQUIREMENTS At a minimum, the Contractor shall: 1.Consult the team while developing the audit's safety culture assessment methodology and data collection tools associated with the assessment. This will likely include the development of a safety climate survey, interview questions, and an observation plan for site visits. 2.Assist the team in interpreting survey and data collection results to define overarching themes regarding PHMSA safety culture. 3.Provide feedback regarding final report language to ensure that the team has accurately communicated the conclusions of the safety culture assessment. 4.Debrief with the team to review lessons learned and how the executed methodology can be utilized or adapted for future OIG audit work, as needed. For the purposes of the objective, the Contractor shall be qualified in the following areas as listed below: -Extensive experience in conducting and developing methodologies for safety culture assessments specifically for agency's that operate as regulators. -Successful and extensive record of consulting other similar governmental agencies with regulatory oversight authority during internal and/or external assessments of safety culture maturity. -Previous working knowledge of the pipeline industry. Format of Corporate Capabilities Statement: Any interested Contractors should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified OST point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
