- Attachment II - Purchase Order Clauses Attachment I - Statement of Work The Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Transportation Security Laboratory (TSL) has a requirement to procure one (1) 15 HP air compressor with Refrigerated Air Dryer and Tank. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government intends to award a Firm-Fixed-Price Purchase Order under Simplified Acquisition Procedures (SAP) using FAR Part 13 to the responsible Quoter whose quotation conforming to this synopsis/solicitation is Technically Acceptable and Lowest Price. (ii) The solicitation number for this requirement is RSLF-18-00168 and is being issued as a Request for Quotation (RFQ). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. (iv) This procurement is unrestricted. The North American Industry Classification System (NAICS) code is 423830 for Industrial Machinery and Equipment Merchant Wholesalers, which has a size standard of 100 employees. (v) The contract line item number (CLIN) for this requirement is as follows: CLIN Description 0001 Powerex SET150824PS Air Compressor with Refrigerated Air Dryer and Tank (Brand Name or Equal), including on-site installation and set-up (vi) See Attachment I - Statement of Work and Attachment II - Purchase Order Clauses for the description of requirements. Both attachments will be incorporated into the awarded purchase order. (vii) Delivery shall be completed within three months of award (FOB Destination) and shall be delivered to the Transportation Security Lab, William J. Hughes Technical Center, Building 315, Atlantic City, NJ. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) is incorporated into this solicitation. Offerors may obtain the full text version of this provision electronically at https://www.acquisition.gov/browsefar Offerors shall submit the following information as part of their quote: - DUNS Number - Total Firm-Fixed-Price quote for CLIN 0001 in section (v) of this solicitation. - Completed clause in sections (x) (FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items) - If offering an "equal" product, include a description of how the product being offered conforms to the solicitation requirements, in accordance with FAR 52.211-6 Brand Name or Equal (ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) is incorporated into this solicitation. The following factors shall be use to evaluate offers: Lowest Price Technically Acceptable. (x) FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Oct 2018) is incorporated into this solicitation. In accordance with the FAR, the Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. (xi) FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2018) applies to this acquisition. See Attachment II- Purchase Order Clauses. (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Oct 2018) applies to this acquisition. See Attachment II- Purchase Order Clauses. (xiii) The following additional clauses are cited: FAR 52.204-7 System for Award Management (Oct 2018); FAR 52.209-2 Prohibition On Contracting With Inverted Domestic Corporations--Representation (Nov 2015); FAR 52.209-10 Prohibition on Contracting With Inverted Domestic Corporations (Nov 2015); and FAR 52.211-6 Brand Name or Equal (Aug 1999).
