Description

The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Miller Marine, 726 Mehring Way, Cincinnati, OH, for the fabrication of MK52 MOD 0 Mine Countermeasure (MCM) Targets. This requirement is to fill an immediate need to provide MCM targets to the fleet. Miller Marine is the only contractor that is currently mobilized and capable of providing the highly specialized equipment during this time frame. The Mk 52 cylindrical target shapes support all mine warfare system Development, Testing & Evaluation, and Fleet Training & Exercises throughout the world. The production efforts here in Panama City are derived by Policy & Guidance Reference under OPNAVINST 3110.18 - Navy Target Program and Allocation Process. MCM MK52 target capabilities will be used to support Mine Hunting (acoustically, visually, optically, & thermally), Mine Avoidance, Mine Neutralization and data collection events that directly correlate to Fleet and Research and Development Activities to increase the warfighters performance capabilities. Failure to have an adequate number of targets on-hand will greatly impact U.S. Navy readiness. Therefore, it is imperative that this purchase order is awarded to Miller Marine immediately.
