- Fermi Research Alliance LLC (FRA) requests a proposal for an Indefinite Delivery/Indefinite Quantity (IDIQ) subcontract to provide Commissioning Agent (CxA) services for the Integrated Engineering Research Center (IERC) in Batavia, IL. The IERC is envisioned as a new, state-of-the-art building with laboratories equipped to deliver on major initiatives in particle physics. The purpose of the IERC project is to construct a building that provides laboratory space for facilities needed for particle physics detector R&D and detector construction for Department of Energy (DOE) projects. The laboratory space is central to the design of the building. The building includes office and technical space for engineers and technicians engaged in detector R&D and construction activities. The IERC is in the early stages of preliminary design. It is anticipated that the project will consist of a three-story building, measuring approximately 90 feet by 450 feet in plan. A portion of the building will include a high bay. The high bay space will be used to locate clean room lab space and to assemble and test components for Fermilab facilities, research and experiments. The elevated floors will be used for office, lab and technical space. The total construction cost for the building is budgeted at $56 million using a Construction Manager/General Contractor (CMGC) delivery method. FRA is committed to commissioning this facility to ensure that all systems are well designed, complete and functioning properly upon occupancy, are economical to operate and maintain, and that FRA staff has adequate system documentation and training. The Commissioning Agent shall lead, develop and provide the commissioning services for the IERC during the Design Support, Construction, and Post-Construction Stages of the project. The Commissioning Agent's approach to commissioning includes processes and activities that are geared toward providing the A/E, CM/GC, and FRA with a smooth transition between the design, construction, and post-construction phases of the project.
