Description
Performance Work Statement. USAID/Tanzania welcomes feedback on the draft Performance Work Statement for Comprehensive Community Cascade for Epidemic Control Among Key and Vulnerable Populations (CCC-KVP). We tentatively anticipate awarding a cost-reimbursement contract with a fixed fee schedule by October 1, 2019 that allows for a minimum negotiated fee to be earned irrespective of results, fee that will be earned based on meeting the minimum acceptable quality levels, and a high-performance fee amount to be earned for a subset of specific mandatory results. Please submit a document limited to five pages (12 point font) that contains: 1. Specific feedback or questions about any of the content in the performance work statement. 2. Recommendations regarding the general information shared with respect to the proposed graduated fee schedule. 3. Description of your organization's experience building the administrative, financial, and/or technical capacity of local organizations. Please highlight any concrete results from that capacity building assistance (i.e. did they receive direct donor funding as a result of your assistance? did they increase the amount of funding they were able to manage?) 3. Description of your organization's experience working with KVP in Tanzania, East Africa, and/or Southern Africa. 4. Indicate whether you are you a U.S. based small business. 5.Indicate how likely it is you will submit a proposal as a prime offeror in response to the final RFP. Please provide your response no later than Tuesday, November 13, 2018 at 0400 p.m East Africa Time to usaidtzco@usaid.gov with a copy to Ramadhani Selemani (rselemani@usaid.gov). Please note that this feedback will help USAID/Tanzania define its acquisition strategy and improve the performance work statement. We are not obliged to respond to individual organizations' questions.
