- The purpose of this notice is to inform that the Naval Air Warfare Center Aircraft Division - Lakehurst, NJ intends to award a five (5) year, Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed price contract for twenty-four (24) Main Engine Cylinders (MECs) for the Mark 7 Arresting Engine used to recover aircraft onboard Nimitz class aircraft carriers. This synopsis is not a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. This procurement is a total (100%) small business set-aside. The North American Industry Classification System (NAICS) Code is 333995. The government intends to issue a solicitation in the first quarter of FY 2019. The government will only consider proposals offered from responsible small businesses. The government intends to award a firm fixed-price contract to the offeror whose proposal represents the Lowest Cost Technically Acceptable (LPTA). Details will be released in the solicitation. The solicitation will be issued electronically in accordance with FAR 4.502(a), 5.102(a) and 15.203(c), therefore, hardcopies will not be provided. The Main Engine Cylinder (MEC) is a designated Aircraft Launch and Recovery (ALRE) Critical Safety Item (CSI) and requires strict quality control. The build-to-print drawings are marked with Distribution Statement D and limits availability to U.S. Navy agencies and their contractors. The MEC is used in a crucial shipboard system supporting the recovery of aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious personnel injury, loss of life, loss of vital shipboard systems, or loss of aircraft. ALRE CSIs require special material and control procedures to ensure the product meets all requirements. The PSC for this requirement is 1710; the NAICS is 333995. All interested respondents must have a Data Universal Numbering System (DUNS), Commercial And Government Entity (CAGE) Code and be registered in the System for Award Management (SAM). In addition, interested respondents should have a Source Approval Request (SAR). In order to receive the drawing package, interested respondents must submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) to keith.welge@navy.mil.
