- N00164-15-G-WM80-0002- SOLE SOURCE- ALEX Decoy Launching Control System with dual boot capability System Processor and Engineering/Technical/Field Service Support - PSC 5865 - NAICS 334511 Anticipated Issue Date 05 Nov 2018 - Anticipated Closing Date 07 Jan 2019 - Time 4:00 P.M. EST This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER CONTRACT NUMBER N00164-15-G-WM80. Naval Surface Warfare Center (NSWC), Crane Division intends to issue a FFP/CPFF Job Order (JO) with Lockheed Martin Sippican, Marion, MA. The FFP/CPFF JO will be for support of the Littoral Combat Ship (LCS) Program in the field of Electronic Warfare (EW) under Basic Ordering Agreement (BOA) N00164-15-G-WM80. This effort will provide program, administrative, technical, engineering, configuration, production, logistics and sustainment contractor support to Naval Surface Warfare Center (NSWC) Crane as the LCS EW Systems In-Service Engineering Agent (ISEA). This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The following Contract Line Items (CLINs) are anticipated: CLIN 0001 - ALEX DLS Control System in accordance with Statement of Work (SOW) - FFP CLIN 0002 - ALEX DLS ES-3601 ESM Support Services - OPTION 1 - CPFF CLIN 0003 - Technical Data Requirements for CLINs 0001 and 0002 - NSP CLIN 0001 delivery is required 12 months from award date. If exercised, it is anticipated that OPTION CLIN 0002 will be exercised within 12 months of award date and the period of performance for this CLIN will be 12 months from option exercise date. CLIN 0003 is in accordance with the SOW, CDRLs B001-B007 and applicable DIDs. Inspection and acceptance will be FOB Destination NSWC Crane. The basis for restricting competition is based on a lack of sufficient technical data, knowledge of the system, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. Since this is a sole source procurement, a solicitation will not be posted to FBO. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
