- N0016719Q0013 Acrylic Frames and Installation of Frames at NSWCCD West Bethesda, MD 20817 This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for 126 Acrylic Frames and Installation in Support of Naval Surface Warfare Center Carderock Division as specified in the attached Requirements. This solicitation is a small business set-aside. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ) no. N0016719Q0013. The NAICS code is 339950 and the business size standard is 500. This requirement is being solicited as a total small business set-aside. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-101 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20180928. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Interested parties may attend a site visit on Tuesday, November 13 at 1000 AM EST. This is the only time available to access the work area in which the frames will be installed prior to bidding, with an informal session with the opportunity to ask questions following the site tour. There will be no exceptions or rescheduled site visits. Each offeror shall be represented by 1 employee; the employee shall be a U.S. Citizen. Offerors shall contact Ms. Patricia Vara at (301) 227-5497 or patricia.vara@navy.mil to confirm your attendance and obtain important information and necessary forms for entry onto the Naval Surface Warfare Center Carderock. Offerors shall provide the following information to Ms. Vara no later than 11:00 AM EST on Thursday, 08 November 2018: 1.Name of Company 2.CAGE Code of Company 3.Name of Visitor 4.E-mail address of Company 5.Telephone Contact Number Evaluation Factors (in order of importance) 1.Technical - Offerors' quotes must reflect the required Minimum Requirements included in the RFP. 2.Price - Offerors' quote must include all applicable costs to Bethesda, MD 20817. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 26 - 27, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to patricia.vara@navy.mil no later than 14 November 2018, 09:00 AM EST. All questions will be answered in an amendment to the solicitation. Quote packages are due by 20 November 2018 by 09:00 AM EST. Late quotes will not be considered. Quote packages shall be sent to patricia.vara@navy.mil and contain a cover sheet that provides the following information: a)Official Company Name; b)Point of contact including name and phone number; and c)DUNS number.
