- Draft PWS The 766th Contracting Squadron, Joint Base Pearl Harbor-Hickam, HI is seeking capabilities from an 8(a) businesses under NAICS 488190 for the purposes of determining the appropriate level of competition for air craft Wash Rack services at Hickam AFB, HI. This is a Request for Information (RFI) Pursuant to FAR 15.209(c). Reference the following provision, FAR 52.215-3, REQUEST FOR INFORMATION FOR PLANNING PURPOSES (OCT 1997). (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. (b) Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is issued for the purpose of conducting market research and to gain industry input for informational and planning purposes and obtaining Statements of Interest as well as Capability Statements from small businesses that are capable of providing the various services identified below that are required for the future solicitation. Attachment 1 to this RFI will provide the Draft Performance Work Statement (PWS). The information requested by this RFI will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. Please note: The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. INFORMATION REQUESTED: (No more than 5 pages) 1. Company Information - Name, Business Address, Point of Contact, Telephone Number, E-mail Address, Business Size in relation to the North American Industry Classification System (NAICS) code size standard assigned to this acquisition, Number of Employees, Number of Years in Business etc., and a positive statement of your intention to submit a proposal for this solicitation as a prime contractor. 2. Socio-economic Status and any associated documentation of such status, certification or approvals. The applicable NAICS code is 488190; Other Support Activities for Air Transportation, is applicable to this requirement. The size standard is $32,500,000.00 3. Company's capabilities in terms of providing limited or complete scope of Wash Rack services at Hickam AFB, HI. Including, but not limit to; (a) Perform maintenance and/or inspections in accordance with work instructions, work books, standard operating procedures, quality manual and other procedures applicable to the work effort; (b) provide corrosion control treatment, prevention and repair maintenance to all scheduled aircraft. 4. Company's experience in providing aircraft Wash Rack services. Compare such experience to the size, scope and complexity of the Hickam AFB, HI location. Briefly identify the largest projects managed either as a prime contractor or as a subcontractor or in a teaming relationship, to include commercial business practices. 5. Identify Major Risks: Provide general information to identify any major risks anticipated. Outline risks, potential mitigating factors, and timelines for transition. 6. Estimated Cost: Provide an estimate for the cost of work described in the draft PWS. SUBMISSION INFORMATION: One electronic copy (5 page limit) shall be submitted no later than 20 November 2018.
