Description
Intent of the Notice: In support of the Program Executive Office for Simulation Training and Instrumentation (PEO STRI) Special Operation Forces Training Systems, the Army Contracting Command - Orlando (ACC-Orlando), intends to issue a contract modification to Meggitt Training Systems, Inc., via contract W900KK-14-D-0002 on a sole source basis under the authority of FAR 6.302-1. Only one responsible source currently exists who can readily provide the Engagement Skills Trainer II (EST II) training system and components developed under contract W900KK-14-D-0002. The extension will be issued as four (4) option years as a risk mitigation strategy while the Soldier/Squad Virtual Training (S/SVT) and the Integrated Visual Augmentation System (IVAS) (formerly HUD 3.0) efforts are defined and executed. This contract modification will extend the delivery ordering period of contract W900KK-14-D0002 by 4 consecutive 12-month option periods. This includes currently-defined EST II training systems, simulated military equipment, trainer components, and technical support previously ordered on contract W900KK-14-D-0002. The contract ceiling will increase by $12.7 million. Although more than one source may be able to fulfill the requirement, it would create substantial duplication of cost to the Government that is not expected to be recovered through a competition. This is based on two principle factors. First, the Army's current requirement for EST II trainers will be fully ordered before the end of the current contract. Award of the extension to any other vendor would result in an unacceptable delay while the vendor processes the Government owned technical data package into products. Second, the EST II consists of approximately 4.0 million lines of code. It will have just completed conversion to Windows 10 and received its initial authority to operate (ATO). Any other vendor would have to invest in labor hours to become proficient with the software to execute the required software updates to maintain the ATO. Any failure will cause the expiration of the EST II ATO. Any lapse in certification will result in all devices being turned off until recertification occurs. If devices are turned off, the Army will not be able to train Law Enforcement Weapons Training Qualifications (LEWTAQ) or Engagement Skills marksmanship training, which are critical warfighter tasks. The training loss will result in significant readiness impacts. Brief Description: The EST is the U.S. Army's choice for training all soldiers in the basic marksmanship training and law enforcement soldiers who require LEWTAQ. The EST is a small arms trainer that allows for realistic target presentations in varying environments such as desert, forest, and urban terrains. It supports training in advance of live fire for individual and crew weapons. It supports reflexive fire, engagement of moving targets, firing machine guns in pairs, and escalation of force decision training. It simulates squad collective gunnery and tactical tasks for defense and ambush missions and provides the tools necessary to train leaders of fire teams and squads in command, control, and distribution of fires. It saves travel and material costs associated with live range training. It support training at the institutional and unit level. Responses: The proposed contract action is for the procurement of EST II training system components and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response by close of business November 21, 2018. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government.
