Description
Amendment 0002 of Solicitation W31P4Q-18-R-0035 Q: Are all ITAR/State Department licensing required for Contractor Support of Taiwan PATRIOT Field Office expected to be fully in place prior to award for the vendor to be considered ‘Technically capable' and a candidate for award? A: The current period of performance ends 5 May 2019 and anticipated award date is prior to the end of the current period of performance. Proposals should clearly demonstrate ability to meet SOW requirements prior to the end of the current period of performance. Q: Are all Information Technologies infrastructure required to be already existing/in place prior to award? If NO, what is the expected timeline for IT/IA to be in place after award? A: The handover is projected to be early May 2019. IT/infrastructure handover should begin on or about 1 April 2019. Q: Is the prospective TWFO required/expected to be fully in place prior to award? If no, what is the expected timeline for office, furniture and IT/IA to be in place after award? A: The Government is looking for a seamless turnkey handover. The contractor should be prepared to go live on 1 May 2019. Q: SOW Section 3.1.1.1 Meeting/Working Groups indicates a requirement to supply support for Conference Facilities/Printers/Computers. Is the contractor required to cover costs of conference facilities and IT equipment? A: Yes, there should be a conference room with required IT equipment. Q: During conferences, will computers need full WiFi and need to meet the security requirements identified in Section 3.1.8.2 of the SOW? A: All security requirements must be met and WiFi is preferred. Q: SOW Section 3.1.2 states the contract will support the technical advisor with computers and mobile phone(s). Is the contractor responsible for the purchase costs/service charges of computers and mobile phone(s) for the Technical Advisor, or is the contractor support merely to provide the Technical Advisor the guidance/logistical support in securely procuring those items while in Taiwan? A: The contractor is responsible for the purchase costs/service charges of computers and mobile phone(s) for the Technical Advisor. Q: SOW Section 3.1.2: Is contractor responsible for providing drivers for each of the five leased vehicles at all times? A: The leased vehicles are for the Technical Advisor and the locally engaged staff. There are no driver requirements. Q: SOW Section 3.1.2: Indicates the contractor will provide a server (with various security requirements). How many users are expected to have access to the contractor server? A: Typically it will be the US Government representative, the Technical Advisor and the locally engaged staff. Once or twice a week an additional 12 will need internet access for a couple of hours. Q: To remain responsive and in good standing, must the DVD-R be delivered to your office by Sunday, 25 Nov, or is a certified Express mail tracking number, and actual mailing of the DVD-R by 25 Nov sufficient? Does the DVD-R have to be received by your office prior to/by the 25 Nov deadline? A: The proposal must be received by the stated deadline. Q: It appears the most recent SOW has eliminated the CONUS support at the Huntsvile, AL office identified in earlier SOWs. Please confirm that this requirement has been eliminated. A: CONUS support in Huntsville, AL is not required per the SOW. Refer to the SOW and RFP for OCONUS/CONUS support requirements.
