- F-18 Integrated Product Team (IPT) at the Advanced Weapons Laboratory (AWL) located within Naval Air Weapons Center Weapons Division(NAWCWD), China Lake, CA is considering a modernization effort to replace the classical system waterfall development processes for Advanced Mission Computers (AMC), Stores Management System (SMS), and Distributed Targeting Processor-Network (DTP (N)). The F-18 team utilizing new development processes will provide higher quality products in shorter development time from conception to delivery to fleet users. To aid AWL in this endeavor, industry partners are needed in multiple technical areas to provide support in engineering and management disciplines. Subject matter experts are needed in the following areas: 1.Develop a set of parameters that will define an open system architecture 2.Develop System Models that will provide DoD Architectural Framework (DODAS) views 3.Implement a Systems modeling scheme that will contain enough details to replace most of the current design documents. 4.Redesign the system life cycle models to a customer focused product delivery with higher quality and higher velocity development life cycles 5.Implement Software modeling tools providing sketches, blueprints, and possibly the ability to generate code directly 6.Integrated Model Based testing 7.Integrate sprint teams with Software developers and Testers evaluating collaboratively at the Computer Software Unit (CSU), Computer Software Component (CSC), Computer Software Configuration Item (CSCI) and F-18 system level 8.Organizational Modeling providing insight into people, skills and work assignments 9.Integrate Business Intelligence tool sets and strategies 10.Automated Test development and integration 11.Redesign Operational Flight Programs (OFP's) to utilize third party software enabled by Universal Mission Systems Interface and Software Development Kits 12.Develop metrics to measure efficiency, performance, progress, and quality of a plan, process or product for project assessment 13.Develop Return On Investment (ROI) analysis 14.Develop Configuration Management/Data Management processes for all efforts 15.Methods for changing the culture to readily accept and align to the above concepts and processes 16.Train and integrate the new development concepts and processes throughout the organization This Sources Sought covers a broad range of inter-related subject matters. Because of the breadth of the above requirements we don't require that a single contractor be capable of providing all the knowledge base and skillsets described above. The present "waterfall" process is a multi-year development effort involving a government/contractor development team. Software modernization will encompass a change to Systems Engineering, Design, and Test & Evaluation processes across a team of 800 people. The modernization will allow the delivery of software products aligned to customer(s) and end user needs. Interested/capable Contractors shall provide an Executive Summary of their experience and background related to the above areas of interest no more than five pages in length. The response should specifically address the numbered points above, clearly defining how you meet that requirement. If you have available contractual vehicles under which analysis in the nature of that referenced above are within scope, please provide those details along with contact information as an addendum to the Executive Summary. Place of performance is expected to be at the Contractor's facility. Performance at NAWCWD, China Lake, CA is not a requirement. Questions regarding this Sources Sought should be addressed to Chris Bachman at christopher.bachman@navy.mil. Responses should be received within 30 days of the publishing of this request. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
