19SNB10_spec note_att1 N00164-19-S-NB10 - REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE - PROCUREMENT OF A VARIABLE PRESSURE FIELD EMISSION SCANNING ELECTRON MICROSCOPE - FSC 5980 - NAICS 811219 Issue Date: 06 November 2018 - Closing Date: 21 November 2018 2:00PM EST INTRODUCTION: This is a Request for Information (RFI)/Sources Sought (SS) for market research and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. The Naval Surface Warfare Center, Crane Division, Crane, IN is seeking information from potential sources that can provide a Variable Pressure Field Emission Scanning Electron Microscope (VP FE-SEM). This is an RFI announcement to determine the availability and technical capability of businesses to provide the required VP FE-SEM. Additionally, this RFI notice is being published with the intent to conduct market research and promote competition. Not responding to this RFI does not preclude participation in any future RFPs, if any are issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps). It is the responsibility of the potential sources to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for one (1) Variable Pressure Field Emission Scanning Electron Microscope (VP FE-SEM). (Also known as a Low Vacuum FE-SEM.) ELIGIBILITY: The applicable NAICS code for this requirement is 811219 and the Product Service Code is 5980. REQUIRED CAPABILITIES: The attached draft Specifications provides additional information about the required procurement. It is requested that, in response to this RFI, a vendor identify whether it has the capability to perform all of the requirement or only specific portions of the requirement. ATTACHMENTS: 1.Specifications Rubric for a Variable Pressure Field Emission Scanning Electron Microscope with Accessories QUESTIONS: Contractors may submit questions via email to Benjamin Harrison, Contract Specialist, at Benjamin.Harrison3@navy.mil to include N00164-19-S-NB10 in the subject line no later than three business days prior to the closing of this special notice. SUBMISSION REQUIREMENTS: Interested businesses should submit a capabilities statement package consisting of the following: 1.Respond to the Specification Rubric Attached 2.No page limit 3.No smaller than 10-point font 4.8.5" x 11" pages 5.Contractor Capability Statement demonstrating ability to manufacture the supplies listed in this RFI/SS and in accordance with the attached Specification Rubric. 6.Cover Sheet shall include the following: a.Announcement Number: N00164-19-S-NB10 b.Company Name c.Company Address d.Company Cage Code e.Company Size f.Company Point of Contact information to include (Name, phone number, and email address) Responses to this RFI/SS shall be submitted electronically by email to Ben Harrison, Contract Specialist, at Benjamin.Harrison3@navy.mil. Responses shall be received no later than 2:00 PM Eastern Daylight Time on 21 November 2018. Submissions shall reference tracking number N00164-19-S-NB10 in the subject line of the email. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Classified material SHALL NOT be submitted. Contractors must be properly registered in the Government System for Award Management database (SAM).
