- 1. DESCRIPTION OF INTENT: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) nor an announcement of a forthcoming solicitation. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. 2. OBJECTIVE: The purpose of this market survey questionnaire is to obtain information about industry's capability to provide a 600 HP Diesel Centry Engine for the Multiple Launch Rocket System (MLRS). The engine must be capable of integration with no form, fit or function changes to the MLRS Carrier. The engine must be a proven system utilized in a similar Armored Tracked Combat Vehicle requiring no additional MLRS Carrier system level testing for integration approval. 6. Capability- Performance: 6.1 Has your company been involved in the system integration of the proposed engine within a similarly sized Armored Tracked Combat Vehicle to MLRS? If so, please describe the system level testing that was performed on that effort, to include: 6.1.a Cruising Range 6.1.b Acceleration 6.1.c Maintaining Minimum Speed 6.1.d Maximum Speed 6.1.e Stopping (braking) 6.1.f Driving in Reverse 6.1.g Towing 6.1.h 6,000 mile durability life 6.1.i Angle of Operation ascending and descending slopes 6.1.j Noise 6.1.k Manual Engine Speed Control 6.1.l Nuclear Survivability 6.1.m Electromagnetic Interference/Compatibility (EMI/EMC) 6.1.n Near-Fielding Lightning 6.1.o Direct Strike Lightning 6.1.p Reliability: Mean Kilometers Between Hardware Mission Failure 6.2 Has your company's engine been fielded in a similarly sized Armored Tracked Combat Vehicle to MLRS? Capability - Quality Assurance 8.1 Describe your Quality Management System (QMS). Is your company certified at a minimum to International Organization Standardization (ISO) 9001:2008? If so, are you working towards 9001:2015? 8.2 Describe your company's experience of identifying and evaluating failures, finding solutions, and root cause analysis. 9. Capability: Manufacturing 9.1. Describe your firm's current production capacity expressed in number of Engines produced and delivered to customers per month and describe your company's capability to manufacture engines at the following rate: October 2019: 60 Engines October 2020: 116 Engines October 2021: 158 Engines October 2022: 96 Engines 9.2. Describe your firm's estimated lead time to acquire raw and finished materials needed to build the engines, and the lead time required to manufacture and assemble them. For the purposes of this RFI provide an estimate for the production of engines based upon the quantities listed in Section 7.4.1 (directly above). 9.3. Provide information related to your firm's past experience with Armored Tracked Combat Vehicles in the 75,000 pound gross vehicle weight category. Provide a list of Engines that were produced and delivered by your firm for incorporation into Armored Combat Tracked Vehicles and indicate the vehicles that they were incorporated into. 9.4. Provide information related to any other products or vehicles that your firm's Engines have been utilized within in commercial or non-commercial applications. 10. Capability: Logistics 10.1. Describe your organization's experience and capability in planning, establishing and managing an Integrated Logistic Support (ILS) Program, in accordance with Army Regulation 700-127, which incorporates the following ILS Elements.
