36C10X19Q0018 Request for Information Daily Newspaper Delivery Services Daily Newspaper Delivery Services for Department of Veterans Affairs (VA), Office of Public and Intergovernmental Affairs (OPIA) Background: The Department of Veterans Affairs (VA), is contemplating issuing a solicitation to purchase daily newspapers, Monday through Friday, and delivery to the Department of Veterans Affairs, Office of Public and Intergovernmental Affairs, 810 Vermont Ave, NW, Washington, DC 20420. Description: The contractor will be required to sort and bundle two separate packages of daily newspapers before delivering to the location identified above by 7:00am. The contractor shall drop the bundled newspapers near the 9th floor elevators: Bundle #1: 1 copies of the Washington Post 1 copy of the Washington Times 1 copy of the NY Times 1 copies of the Wall Street Journal 1 copy of the USA Today Bundle #2: 1 copy of the Washington Post 1 copy of the Wall Street Journal 1 copy of the USA Today The purpose of this Request for Information (RFI) is to gather market information and capability statements pertinent for acquisition planning. The responses to this Sources Sought Notice will enable the Contracting Officer to determine the most appropriate method of procuring these services and identify parties having interest and resources to support this requirement. SUBMISSION INSTRUCTIONS: THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a request for quotes or proposals. Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses to this RFI is to identify Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) who are active in System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1 under NAICS Code 492110 and certified in the Veterans Business (VETBIZ) https://www.vip.vetbiz.va.gov / Vendor Information Page (VIP). If your organization has the potential capacity to perform these contract services, please respond to this Sources Sought as follows: Cover Sheet - 1 page 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Company DUNS, TIN, and CAGE code. 4. Type of small business. 5. GSA contract number, if applicable, that will be used to meet the Government s needs. Capabilities Statement and Market Information Contractor shall state if the daily newspapers will be delivered by them as the prime contractor, or if they will need to subcontract the daily delivery services. If the contractor intends to sub-contract, please identify how they will adhere to the limitations on subcontracting (VAAR Clause 852.219-74 Limitations on Subcontracting Monitoring and Compliance); 13 CFR 125.6, that will require the prime contractor to not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated. The contractor shall also describe how they will ensure timely delivery of the newspapers, in the required quantities, and bundles no later than 7:00 daily (Monday Friday) and explain how they will comply with the Wage Determination for any applicable labor categories. In addition, please provide any past performance information for similar services your company has provided within the last three years. Pricing is not requested at this time.
