- Sources Sought Synopsis Only The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 811310 with size standards of $7.5 Million. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the project, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. General Requirements: The Department of Veterans Affairs (VA), Facilities Management Services in Pacific Desert Southern California Healthcare System s Long Beach facility have a requirement to establish a long-term order up to four one-year options STATEMENT OF WORK (SOW) 1. OBJECTIVE The Tibor Rubin VA Medical Center, Long Beach Healthcare Facility is requesting the contracting company to perform the Monthly/Semi-Annual preventive maintenance for the Mailroom bulk mailing system. 2. BACKGROUND The bulk mailing system is an innovative system which aids the VA Long Beach Mail Staff in sending out Patient/Veteran appointment notifications. It is also a system that sends out Patient/Veterans prescriptions. If the current system is inoperable the Patients/Veterans will not be able to be reminded of their appointments or have their prescriptions filled or sent to them in a timely manner. It is IMPERATIVE that the VALB Healthcare System will have this system fully functional at all times. 3. SCOPE Location: Tibor Rubin Medical Center/VA Long Beach Healthcare facility: 5901 E. 7th Street. Long Beach, CA 90822 The contractor shall check in and coordinate with the Electronics shop supervisor/ COR prior to performing the following tasks: Preventive Maintenance for 10 pieces of equipment identified below for the Mail Bulk system by Equipment/Number and serial numbers and pricing as follows: Normal service requirements consist of scheduled semi-annual preventive maintenance inspections to be accomplished in accordance with all terms, provisions, conditions and specifications, as well as any applicable manufacturer s instructions. Normal service requirements will also include all intervening service calls required between inspections to replace any worn or defective parts needed due to equipment failure. Normal service will not include service calls required to replace parts because of accident, abuse or negligence by the government. Preventative calls include cleaning and lubrication of the machines including rollers, brushes, internal mechanical parts, platens and general appearance of the equipment. This includes all components including circuit boards, motors, mechanical parts, rubber rollers, brushes and felt sealing pads. Or any other physically attached mechanical part not previously included or mentioned.
