Genset Spec ATS spec This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. Response to this Sources Sought Notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Overview/Scope The Power and Electrical Management Program is (PEMP) is an organization under the auspices of the Facilities Management Division within the Department of State’s Bureau of Overseas Building Operation Bureau (OBO). One such program function under PEMP provides technical and financial support for generators and related accessories which are provided to residences occupied by full-time Foreign Service Officers stationed at Embassy locations as well as other agency residences assigned to Embassy locations around the world. This process is governed by organizational policies which designates PEMP as the responsible Department of State (DOS) organization for approving the sizing all generators while also providing Post with the necessary assistance and guidance for the procurement and installation of the generators. OBO/CFSM/FAC/PS has centralized the procurement of residential generators through a process which pre-qualifies several vendors which have the ability to demonstrate adequate conformance to a standard product specification while also having the ability to support delivery and maintenance on a global scale. This has been accomplished through the establishment of an IDIQ contract which allows several pre-qualified vendors to provide proposals for the manufacture, shipping and warranty support of generators, automatic transfer switches and related accessories ranging in size from 20 KVA to approximately 1000 KVA. Generators will need to meet the voltage and frequency spectrum for worldwide use and as defined in the equipment specification in Attachment-A (Packaged Generator Specifications). Transfer switches will generally be 4-pole ranging in size from 100 Amp to 1600 Amp and as further defined in the equipment specifications in Attachment-B (Automatic Transfer Switch (ATS) Specifications). In addition PEMP has a requirement where vendors need to support government owned information systems by providing a web service that permits the tracking of specific equipment data and expected delivery dates. OBO/CFSM/FAC/PS anticipates a new solicitation for this requirement within the next six months and is seeking information from organizations having interests and capabilities in the manufacture and delivery of this equipment. This Sources Sought Notice is part of the market research activities and responses are requested to identify potential sources that have knowledge, skill, experience and past performance with capabilities to deliver and locally support quality manufactured equipment for locations worldwide. Submissions Interested organizations are asked to provide information as directed in the section of this RFI “Expected Response from Interested Vendors”. Responses shall not exceed ten (10), formatted 8.5 x 11 pages; font no smaller than 10-point size. Capabilities and response submittals must be received no later than 12:00 pm Eastern Time on 27 November 2018 via email. No hard copies of the responses will be accepted (See “Contact Information” for email address.). Any information submitted is voluntary. Expected Response from Interested Vendors: The format of any response is left to the respondent’s discretion, however interested vendors who wish to respond to this request should address to the following general topics: · Discuss the ability to meet technical specifications for generators and transfer switches (Attachment A and B). · Discuss the ability to provide local service support based on experience and capabilities with worldwide supply and support chain. · Describe ability to provide tracking information regarding production and delivery of equipment · Describe ability to meet expedited manufacturing and delivery as may be requested by the Government · Describe the ability to expedite shipping and delivery to locations specified by the Government. Shipping locations can be expected to be either domestic or international. · Describe ability and restrictions that exist in supporting the referenced information systems interfaces that will be required. · Provide any product/equipment information that may be helpful in conveying specific manufacturer details. This material, if provided, will not be considered as part of the 10 page limitation.
