Description
Description of Action This requirement is for the provision of Occupational Health Services (OHS), including Occupational Medical Services, Industrial Hygiene Services, Health Physics, and Respiratory Protection Services on a firm-fixed-price basis for the MSFC located in Huntsville, Alabama. The contract is anticipated to be a one-year base period of performance with four one-year options. The contractor will perform the following services: 1. Program Management - The contractor will perform Program Management activities for the MSFC OHS contract in the following areas: documentation and reporting, general program management, Headquarters support, MSFC Support, audit and inspections support, Medical Center support, and emergency preparedness. 2. Occupational Medical Services - The contractor will support the Occupational Health Program at MSFC in the following areas: occupational medical services, workers' compensation cases, preventive health services, occupational urgent care, requirements for travel medicine and human test subject physicals, and other miscellaneous medical services. 3. Industrial Hygiene - The contractor shall support the Industrial Hygiene program at MSFC in the following areas: building surveys, sanitation, hearing conservation, asbestos, hazard communications, equipment/instrumentation, confined space entry, indoor air quality, ergonomics, and expert consultation services. 4. Health Physics (Ionizing and Nonionizing radiation) - The contractor will support the Health Physics program at MSFC in the following areas: health physics services and management of on-site ionizing radiation, radioactive waste, nonionizing radiation, and radon. 5. Respiratory Protection - The contractor will support and administer the MSFC Respiratory Protection program and provide maintenance and repair services for all Government-owned respiratory protection equipment located at MSFC and as indicated, various Redstone Arsenal locations. 6. Indefinite-Delivery, Indefinite-Quantity Requirements - The contractor will provide occupational health requirements, occupational medical requirements, industrial hygiene requirements, health physics requirements, and respiratory protection requirements not otherwise covered in the PWS. 7. No-Cost Medical Services - The contractor will offer, at a minimum, the following services establishing separate billing arrangements with on-site contractors, and/or billing private medical insurance for services rendered along with other methods of payment (e.g., credit/debit card, cash, check) at the MSFC Medical Center: a. OSHA and/or NASA-specific work-related physical exams for on-site contractor personnel. b. Health maintenance exams, non-occupational urgent care, and flu-shot clinic. c. Additional no-cost medical services - the types of services will be at the contractor's discretion (e.g., pre-employment drug and alcohol screening, suturing, vaccinations, and mammograms). Previous Postings for This Requirement The Government previously requested market research information for this requirement as follows: 1. On June 5, 2017, a Pre-solicitation Notice/Request for Information NNM17ZPS003L was posted on FedBizOpps requesting innovative solutions to realize cost savings relative to performance of the current Occupational Medical Services effort at Marshall Space Flight Center. Classification Code - Q Medical Services. NAICS Code - 621111 Offices of Physicians (except Mental Health Specialists). 2. On February 6, 2018, a Request for Information/Sources Sought 0218MSFCPS33 was posted on FedBizOpps requesting: (1) feasibility input on the Government's approach to a revised requirement, and (2) information to determine if there were two or more capable small businesses that could perform the revised requirement for the follow-on contract to the current Environmental Engineering and Occupational Health Services contract. Classification Code - Q Medical Services. NAICS Code - 561210 Facilities Support Services. General Information The Government does not intend to acquire a commercial item using FAR Part 12. The solicitation will delineate specific requirements for evidence deemed necessary to establish the offeror's eligibility to receive an award under this socioeconomic category. The NAICS code for this procurement is 561210, Facilities Support Services, with a corresponding size standard of $38.5M. All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency. The anticipated release date of the solicitation is on or about November 29, 2018, with industry questions due on or about December 17, 2018. The Government will post questions with responses on FedBizOpps. Telephone questions will not be accepted. Please see the solicitation provision entitled Virtual Industry Day Meeting for information related to this event. Site visits may be requested concurrently with registration for the virtual industry day and will be scheduled between December 10, 2018 and December 14, 2018. No other briefing is planned prior to receipt of proposals. This solicitation and documents related to this procurement will be available at the Federal Business Opportunities (FedBizOpps.gov) website https://www.fbo.gov.
