- The Department of Veterans Affairs intends to issue a sole-source, firm-fixed price procurement to upgrade the Data Innovations (DI) Software (SW) for the Laboratory at the Charlie Norwood VA Medical Center Downtown Division, located at 950 15th Street, Augusta, GA 30904. A sole source procurement will be issued to Four Points Technology LLC for the software upgrade as well as maintenance and support services. DI SW is currently in use at the hospital and must be updated for continued performance and mission support. Four Points is the only SDVOSB with whom Data Innovations has executed a services and supplier agreement for the purposes of selling its Instrument Manager software and support services to the VA under an existing federal contract. There is no other SDVOSB that can provide this software. The procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b)(2), "soliciting from a sole source." The NAICS code is 511210 and has a size standard of $38.5 million for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 1:00pm EST, November 15, 2018 to: Lasonja.Harvey@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in GSA eBUY, Solutions for Enterprise-Wide Procurement (SEWP), or FBO.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
