Description
The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed price Order under the Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company 6200 J.S. McDonnell Blvd Saint Louis, MO 63166 for F/A-18 ECP 6462 Precision Landing Modes (PLM) Step 2. The contractor will field the latest Flight Control Computer (FCC) Operational Flight Program (OFP) and required companion Attitude and Heading Reference System (AHRS) software version developed as part of ECP 6462 Step 1 Precision Landing Modes (PLM) into the existing F/A-18 E/F and EA-18G. This contract action will be for reviewing and delivering production technical data packages, and installing the FCC OFP and AHRS software on each aircraft. This requirement also includes the delivery of an installation tool kit and technical data packages for the Foreign Military Service (FMS) Customers in accordance with ECP 6462 Step 2. This procurement will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the knowledge, expertise and on-site personnel necessary to accomplish this effort. This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government’s requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement.
