- The Amarillo VA Health Care System (AVAHCS), on behalf of the North Texas VA Health Care System (NTVAHCS) located in Dallas, Texas is seeking Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), and other small business sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 334516. Any SDVOSB, VOSB, or small business firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON PM Central Time, November 19, 2018. Notification shall be e-mailed to Robyn Nussbaum, at robyn.nussbaum@va.gov. Any vendor who responds to this Notice must provide credentials to provide Clinical Hematology Analyzers Cost-Per-Reportable-Result as outlined in the below scope. All information received in response to this Notice that is marked as proprietary will be handled accordingly. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. 1. Title of Project: Cost Per Reportable Reagent Rental Agreement for Automated Hematology Analyzer for Dallas VA, Bonham Sam Rayburn Memorial Veterans Center and Fort Worth VA Outpatient Clinic with state of the art technology with free standing automation line connected to Cellavision, Stainer, and Stockyard along with middleware for the Dallas VA. 2. Scope of Work: Vendor will provide a cost-per-reportable-result (CPRR) agreement for the North Texas Veterans Health Care System, Pathology & Laboratory Medicine Service, for Dallas VA Medical Center, Sam Rayburn Memorial Veterans Center, and Fort Worth VA Outpatient Clinic Laboratory. This agreement shall be placed against Government Contract number which covers all reagents, supplies and services for the term and is included in cost-per-reportable testing. The agreement includes reagents, controls, calibrators, buffer, M-F 8-5pm service, consumables and maintenance parts, and other supplies needed, all analyzers and printers for all instruments and as needed replace printer at no cost. The analyzers will be installed and assist with validation by the vendor at all 3 facilities. Vendor will ship the required reagents, calibrators, controls and other consumable supplies to each of the 3 facilities described above on scheduled monthly basis. Vendor will provide support for interface connectivity to all facilities. Vendor will provide support with calibration of the instruments through secure connectivity. GENERAL REQUIREMENTS The agreement includes reagents, controls, calibrators, cuvettes, buffer, M-F 8-5pm service, consumables and maintenance parts, and other supplies needed, state of the art automated hematology analyzers with different size to accommodate all 3 facilities, attached automated reagent dilution device, Cellavision connected digital imaging device with body fluid and RBC morphology software licenses, tube sorter archiving system, self-connection track, and automated slide stainer. Also include middleware, middleware software support, validation and interfacing, wagon for smaller instruments, Secure National VPN connectivity and Ancillary items computer IPU, monitor, keyboard, mouse, printer for all sites. Automated CBC system performs measurement of WBC, RBC, HGB, HCT, MCV, MCH, MCHC, PLT, MPV, RDW, WBC differential to include but not limited to Neutrophils, Lymphocytes, Monocytes, Eosinophils, Basophils, Immature Granulocyte count, Reticulocytes count, Immature Reticulocytes count, Immature Platelet Fraction count. All necessary consumables and supplies are provided under the terms and conditions of the FSS contract. The VA North Texas Health Care System (VISN17) has need to continue reporting of CBC with Auto Differential testing, along with Immature Granulocyte in a standardized manner to the providers and continue to provide same reference ranges for all three facilities. All instruments with automation line must meet our current space requirement. All reagent supplies must fit in the existing storage space. The instrument must have minimum scheduled maintenance. The instrumentation must meet our connectivity requirements to interface. The automatic slide stainer must be operated hands free to obtain stained slides and then routed to the Cellavision automatically on the automation line. The middleware must be networked within all 3 facilities with remote access to the facilities as will to the pathologist. The vendor will provide license for all necessary work stations to accommodate the workflow. EVALUATED OPTIONAL FEATURES Even though the contractor, at the Government s option, provides the requirements specified in this section; they are nonetheless treated with the same level of control as the mandatory specifications. The CO shall only exercise these options when requested by the COR, and when the necessary funding is available.
