Description
The Naval Medical Research Unit No. 6 (NAMRU-6) is looking for a public academic institution in Honduras with a large trajectory of research in infectious and tropical diseases for a collaborative research effort to execute in Tegucigalpa the study entitled: "Clinical Evaluation of the FilmArray Global Fever (GF) Panel". This study is sponsored by BioFire Defense, LLC and aims to assess the performance of a potential diagnostic tool of benefit to the Department of Defense. Specifically, the study aims to evaluate the clinical sensitivity and specificity of the assays comprising the FilmArray Global Fever Panel when used to test whole blood collected from individuals with or have recently had acute febrile illness, when compared to a well-validated molecular-based method, in the intended use setting. This acquisition requires the academic institution to carry out coordination and obtainment of study authorization from local health facilities to perform the study in Honduras; obtainment of local IRB approval; recruitment and training of personnel for performing the study; perform informed consent process as described in the protocol; collect study approved information and biological samples; label and keep samples in adequate cold-chain conditions for preservation; maintain all forms with identifiers in a locked office; and, prepare biological samples for shipments to funder in adequate cold-chain conditions. All activities must be carried out with the utmost adherence to all ethical and quality control standards, in order to minimize risk of performance slips and maintain compliance with appropriation of funds and expectations of the sponsor. The contract will have a performance period of 1 year, effective from the date of signatures. It is the intent of NAMRU-6 to award this requirement to Universidad Nacional Autónoma de Honduras (UNAH). UNAH is the only academic institution able to meet our research needs in Tegucigalpa, Honduras. UNAH has a large trajectory of research in infectious and tropical diseases. This institution has a Virology Laboratory well-recognized at a national and international level. Over the last 12 years of collaborative work with NAMRU-6, UNAH has shown high professional standards, and produced only impeccable research works, and accrued the necessary level of experience in how to successfully run the multiple activities that comprise the study. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of 13.106-1(b)(i) to Universidad Nacional Autónoma de Honduras (UNAH). This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, 23 November, 2018.
