- 9 Nov 2018 Questions and Answers: 1. Question: Solicitation FA8526-18-R-0027 page 14, clause c) Welding Certification: calls for AWS D 1.1 is required for welders certification. Is Fusion welding for Aerospace AWS D17.1/D17.1M acceptable for this submission since it is a higher standard? Government Answer: AWS D17.1 is not appropriate for this application because it is too broad to be of any real use. Within AWS D17.1 Section 9 for Non-flight Hardware, Table 9.1 directs the user to use AWS D1.1 for the structural welding of steel. Saying that AWS D17.1 is the higher standard is inaccurate since it refers back to D1.1. AWS D17.1 is considered more of a 'catch-all" standard. AWS D1.1 would be the higher standard and should be the one used." 2. Question: For solicitation FA8526-18-R-0027, Ground Handling Cradle, the ATP states to conform to MDC S30006 009 (Critical Item Production Fabrication Specification for Cradle, Ground Handling Equipment ETU 117/E configuration item number 17G0002). This document is not provided in the TDP or the attachments within FBO. Government Answer: This document establishes the technical requirements for performance, design, development and test for the subject ground handling equipment. The detailed Cradle interface definitions and performance requirements are "flowed" from this critical system interface requirements for the overall C17 program to the applicable individual procurement documents. The upper level interface and engineering requirements of this critical item definition are reflected in the specifications for individual items. The reference in the Cradle specification is solely for informational purposes to show the origin of performance requirements as reflected in the procurement documentation. All detailed and specific engineering requirements are as defined in the TDP. 3. Question: RFQ FA8526-18-R-0027 for 17G230005-1 Ground handling cradle adjoins another open solicitation FA8526-19-R-0005 for part number TT90-F-507, which is the ground handling trailer used in the testing of 17G230005-1 cradle. I am currently putting together the required RFP technical package and was wondering if it would be possible to set up a meeting with the customer for a showcase of our facility for the 17G230005-1 and TT90-F-507 trailers? I do find it is a great value-added activity to have a visual of the manufacturing facility. Please advise if this is something that is possible. Government Answer: Thank you for the offer of showcasing your manufacturing facility but the government cannot support a meeting. 4. Question: We are considering an 8(a) joint venture. Will this requirement be set-aside for 8(a)? Government Answer: No, this requirement has been set-aside for Total Small Business.
