- ************************************************ (11/09/2018) THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This synopsis is amended to add additional scope to this effort as follows: The Naval Air Systems Command (NAVAIR) intends to award a five (5) year, Indefinite Delivery, Indefinite Quantity contract and orders issued thereunder to Micro Systems, Inc. (MSI), on a sole source basis in support of the System for Naval Target Control (SNTC) program for the Department of Defense. In addition to the supplies and services outlined at fbo.gov posting N00019-17-R-0085, the original synopsis for this effort, the contract will be structured to also allow for the procurement of services related to investigations for systems integration, integration test support, testing of compatibility and performance testing of software and hardware with existing and future designs, regressing testing, integration engineering support, investigative engineering analysis, field and in-plant engineering assistance, engineering studies, engineering technical consultation, SNTC design specification updates, and associated technical documentation. MSI is the sole designer, developer, and manufacturer of the SNTC (all blocks) systems, as well as the sole integrator of their proprietary systems into Navy targets; therefore, MSI is the only Contractor with the requisite knowledge, proprietary rights, experience, and technical data that can meet the Government's requirements for the SNTC systems. It is for these reasons that NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must be received within 15 days of publication of this notice. Companies interested in subcontracting opportunities should contact MSI directly. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. This Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.S. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the SNTC Blocks 1, 2, and 3 systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the requisite knowledge, proprietary rights, experience, and other technical expertise to meet the Government's requirements specified herein. Currently, the Government does not possess data rights sufficient to support competitive acquisition of the requirement. This synopsis is published for information purposes. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. Responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Companies interested in subcontracting opportunities should contact Micro Systems, Inc. directly.
