Due to the new Fiscal Year, the Solicitation No. is W91236-19-B-0002. ** THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Construction contract, SATOC (Single Award Task Order Contract) (IDIQ) Indefinite Delivery Indefinite Quantity contract with Task Orders for Maintenance Dredging of the James River Federal Navigation Channel. DESCRIPTION OF WORK: This will be a SATOC (Single Award Task Order Contract) (IDIQ) Indefinite Delivery Indefinite Quantity contract with Task Orders. The base contract and two (2) option years will not exceed a total contract capacity of $30,000,000. The contract duration is 365 calendar days (Base Year) from receipt of Notice to Proceed with 365 calendar days consecutive for each option year, if exercised. The NAICS code applicable to this requirement is 237990, with a small business size standard of $27.5 million. The James River Federal Navigation Project consists of maintenance dredging and disposal of dredged material by hydraulic dredge and pipeline at various shoal locations on the James River Federal Navigation Channel, spanning from Rocklanding Shoal to the Richmond Harbor locks. The work includes maintenance dredging to require depths ranging from 18 to 26 feet mean lower low water (MLLW) with one foot allowable overdepth at each respective dredging depth unless indicated otherwise in the issued Task Order. Overall, the dredging involves approximately 3,950,000 cubic yards of material, including allowable overdepth dredging and estimated accretion to December 2022. Due to the anticipated window of availability to perform dredging operations, the Contractor shall be required to dredge, on average, a minimum of 7,500 cubic yards per day. In addition, the Contractor will be required to achieve pumping distances exceeding 10,000 linear feet. The Contractor shall place the dredged material in the designated Government-furnished upland or overboard placement areas as identified in the Task Order.
