Description
The US Army Contracting Command - New Jersey, Emerging Technologies Contracting Center (ACC-NJ, ET), Benet Laboratories, Watervliet Arsenal, NY on behalf of the US Army Armaments, Research, Development and Engineering Command (ARDEC), Benet Laboratories intends to solicit, negotiate and award a sole source contract with Vetronix Research Corporation. This acquisition is being conducted using simplified acquisition procedures; however, responsible offerors may submit a capability statement, which shall be considered by the Government. The NAICS Code for this acquisition is 334413 and the small business size standard is 500 employees. Benet Laboratories is working with the US Army and United States Marine Corps to develop an Ammunition Data Link (ADL) system where data is transferred from a computer system emulator to the round directly through our system. The Circuit tester is a device created to ensure the correct data signals are reaching the round as it was designed to do. The proposed contract action requires Vetronix to apply the Improved Firing Circuit/ADL Tester (IFCT) to the ADL Hardware Kit. This tester is required equipment on board an ADL equipped Abrams tank in order to verify operation of the ADL firing circuit. Without the IFCT, the ADL Hardware Kit is incomplete and cannot be used. Vetronix is the sole owner of rights to the Ammunition Simulator Module (ASM), which is the computing processor that performs the IFCT primary test functions. The Government reserves the right to award without discussions. Responses must be received no later than 4:00PM Eastern Time on November 30, 2018.
