36C10A19Q0037_1 Request for Information (RFI) REQUEST FOR INFORMATION Microfiche and Microfilm Conversion to Digital Image THE REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. This is a Request for Information (RFI) to conduct market research to determine the availability of vendors capable of providing the requirement listed below. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. Based on responses to this RFI, if multiple SDVOSBs, VOSBs are determined to be capable of providing the full requirement, VA will issue a RFQ as a set-side to the applicable socioeconomic category. If interested in responding to a future RFQ for this requirement, please provide a brief capabilities statement, experience or unofficial pricing information. Responses should be as complete and informative as possible. Please do not submit general marketing information or capability statements. REQUIREMENTS: The Department of Veteran Affairs (VA), Financial Services Center (FSC) has a requirement to upgrade and convert VA-FSC s payroll records stored on microfiche/microfilm to digital image. Conversion of the microfiche/microfilm data to digital image will provide better quality for utilization by VA-FSC internal providers and other interagency personnel as described in the attached PWS. VA is attempting to determine what vendors are capable of meeting this requirement. See the attached draft Performance Work Statement for additional information. Period of Performance: shall be 90 days from date of FSC site visit to contractor facilities. RESPONSES: If you can provide the necessary service, please respond to this RFI certifying capability. The following information details the Government s intent and requested information for this acquisition: Briefly discuss your technical capability to meet the requirement, including any specific experience with similar work. Please include a brief explanation on how you would approach this requirement, including a rough order of magnitude (ROM). Identify your socioeconomic category. The primary North American Industry Classification System (NAICS) code for this effort is 518210 - Data Processing, Hosting, and Related Services. Identify if the services are available through your firm on any existing Government Wide Acquisition Contracts (GWACS) VA is contemplating a Firm Fixed Price Delivery Order, and anticipates awarding to only on responsive, responsible contractor. ** Please note that this is a market research request only. Any proposal or pricing received in response to this RFI will be used for market research purposes only and cannot be considered to form a binding contract with VA. The cost associated with any response to this RFI are the sole responsibility of the offeror. ** RESPONSE SUBMISSION: Please submit responses via email to Samantha.mcintyre2@va.gov by 11:59pm EST, November 23th, 2018. Responses should include contractor name, point of contact, phone number, DUNS number, and CAGE Code. VA reserves the right not to respond to any or all emails or materials submitted. All information received in response to this RFI that is market as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.
