- IAW FAR 5.201 and 5.203(a), this is a Pre-Solicitation notice for a proposed contract action where the Government intends to solicit and negotiate with only one source. IAW FAR 5.207(c)(16), any responsible sources may submit a capability statement or proposal which shall be considered by the agency. IAW FAR 6.302-1(a)(2)(iii)(A-B), the Department of the Air Force, Space and Missile Systems Center (SMC), MILSATCOM Systems Directorate Contracting branch (SMC/PKJ), located at Los Angeles AFB, CA, intends to award a new sole source contract to Northrop Grumman Systems Corporation (Chantilly, VA 20151). IAW DFARS PGI 206.302-1(d), a Sources Sought notice for this requirement was previously posted on FBO on 30 July 2018. A copy of the Justification & Approval (J&A) will be made public within 14 days of contract award. The Contractor is responsible for providing the necessary personnel, material, services, and facilities to update the existing EPS CAPS software and hardware for the EPS-R program, in order to accommodate the increase from two to four EPS payloads on orbit. The Contractor will define and document the required specifications, interfaces, design features and constraints, hardware and software elements, and data products necessary to support the Government's acquisition, development, testing, and operation of EPS-R CAPS. The Contractor will provide program management, business and scheduling management, subcontracts management, mission assurance, material acquisition management, and processes management. As a result of the negotiated sole source contract, the EPS-R CAPS Update will include the following minimum capabilities: 1. Payload command and control element, which is capable of providing command and control and resource monitoring of the EPS-R payloads, hosted on a foreign spacecraft. 2. Updated test and training element, which is capable of providing a realistic simulation and training environment for CAPS operators at Schriever Air Force Base (AFB). 3. Out-of-band payload command and control, through the foreign host ground site for launch, early orbit operations, deployment, checkout, anomaly resolution, backup commanding, and continuing operations. 4. Seamless interface and integration across the EPS-R system with all of its segments (i.e., Payload, Gateway, out-of-band T&C, and User Terminals segments), with minimal changes. 5. System-level check-out with the on-orbit EPS-R payloads and associated ground segments. 6. Sufficient maturity to support system-level Preliminary Design Review (PDR) no later than 6 months after contract award, and Critical Design Review (CDR) no later than 12 months after authorization to proceed (ATP). Projected Request-for-Proposal (RFP) release date for this requirement is estimated to be no sooner than 15 calendar days after this Pre-Solicitation notice is posted, and will be directed solely to the prospective source identified. This notice expires 15 days after publication.
