Description
Amendment 0002 issued 11/15/2018 to address submitted questions. Question 1: Clarification - The performance Work Statement, F. General Requirements, 3. Training Facilities discusses the space to be provided for the training environment. Is this space to be provided by the contractor, or is it space that is currently available at the Mike Monroney Aeronautical Center (MMAC)? Answer: The contractor is responsible for providing the training environment. Question 2: Are the identified aircraft and equipment simulators available at the MMAC, or is it the responsibility of the contractor to procure? Answer: The contractor is responsible for providing the aircraft and equipment simulators. The closing date of Solicitation remains unchanged as November 27, 2018 at 17:00 CT. Amendment 0001 attached issued 11/7/2018 to delete Past Performance Questionnaire and replace with attached 19-R-00008 Past Performance Questionnaire in Section J. The closing date remains unchanged as November 27, 2018 at 17:00 CT. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Aircraft Systems Maintenance Training on eight (8) various general aviation aircraft, for Airworthiness (Maintenance / Avionics) Inspectors employed by the Federal Aviation Administration (FAA). It is the intent of the Government to award multiple contract(s) using an Indefinite Delivery/Requirements type Contract priced by CLIN for each student per class for a one (1) year base period and two (2) option years if exercised. The Government intends to award multiple contracts. The intent is to award each aircraft type to the Lowest Price Technically Acceptable (LPTA) Offeror. Each aircraft requirement is identified by separate CLINs in Schedule B and competition will be on an aircraft by aircraft basis. Resulting contract will be awarded to the Lowest Price Technically Acceptable (LPTA) Offeror for that aircraft. The awarded contract(s) may contain many, few, or one aircraft depending on the competition results. NO PHONE CALLS PLEASE, ALL QUESTIONS MUST BE IN WRITING AND EITHER FAXED OR EMAILED TO THE CONTRACTING SPECIALIST, CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all requests for copies of the SIR documents(s) must be made in writing to the attention of Sherrie Files, Contracting Officer (AAQ-732), via e-mail at sherrie.files@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, sherrie.files@faa.gov by 5:00 p.m. CST on November 14, 2018 to allow for adequate response time. No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, November 27, 2018. Must be submitted electronically to sherrie.files@faa.gov. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, November 27, 2018, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
