- The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to solicit and award a sole source purchase order to Siemens Product Lifecycle Management Software, Inc., 5800 Granite Pkwy, Suite 600, Plano, TX 75024-6612 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The proposed contract will be awarded on a firm fixed price basis. The North American Industry Classification System code is 511210 with a size standard of $38.5M. The following will be procured: (1) SIEMENS Virtual Lab Motion Annual Software License and maintenance to perform modeling and simulation using physics-based multi-body dynamics models. LMS has been merged into Siemens Product Lifecycle Management Software Inc. as the manufacturing company for required software data. This software licenses and service has proprietary rights and copyright restrictions through the manufacturer. The database is designed specifically for U.S. Army Materiel Systems Analysis Activity with a specific server ID number which is required for functionality of Virtual Lab software. LMS North America was acquired by Siemens Product as the only source available that can provide the software licenses and service. No other manufacturer is authorized as resellers. This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received 1100 am EST on 26 November 2018 will be considered by the Government. All information should support the offeror's capability to provide the supplies and services requested, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies and services. Verbal responses are not acceptable and will not be considered.
