- 36C78618Q9699 The purpose of this amendment to the solicitation is to 1) address questions from prospective vendors and 2) incorporate a revised price schedule. 1. Questions received in response to the solicitation were as follows: Question 1: [W]hat is the anticipated increase of headstones annually? Answer 1: 85% annual increase to headstones and 15% annual increase to flat markers. The revised price schedule incorporates the new annual totals. Question 2: Attachment A Performance Work Statement item 3.1.2. states The Contractor shall be required to pick up, collect and dispose and trash (see Attachment 6, Definitions), natural and manmade, prior to and after mowing/trimming any area. and Item 3.1.3. states The Contractor shall identify, move and replace all floral or commemorative items to their original locations as necessary while performing mowing/trimming services. to confirm, the contractor will not be responsible to dispose of those items? Answer 2: Yes, the contractor is responsible to dispose of all debris. The contractor is not responsible for floral pickup unless it has blown from its original location. Question 3: To confirm, the contractor is not responsible for any tree maintenance and/or mulch used around the base of the trees? Answer 3: The only tree maintenance requirements under this contract are contained in Attachment A, Section 3.2. Trimming and Section 3.3. Feature Edging. No other tree maintenance is required. Question 4: Exhibit 6 Quality Assurance Surveillance Plan, referencing NCA Quality Assurance Report (QAR) indicates under Debris and Trash removal item 3. [s]tates: All debris and trash at the time of before and after each mowing and trimming event within the cemetery, including material within the trash receptacles located throughout the cemetery grounds has been collected and disposed of. [T]here isn t a CLIN item in the price schedule, will this be part of our SOW? Answer 4: Requirement for the collection and disposal of trash & debris generated during the performance of services, and any of the associated costs, are included under the CLINs ending in 01, (ref Attachment A, 3.1.2.) 02, (ref Attachment A, 3.2.3.) 04 (ref Attachment A, 3.1.4.), and 05 (ref Attachment A, 3.1.4.). The contractor will not be responsible for collection or disposal of the trash receptacles on cemetery grounds. The following language found in the Quality Assurance Surveillance Plan, Debris and Trash Removal, item 3., shall be deleted: 3. All debris and trash at time of before and after each mowing and trimming event within the cemetery including the material found within the trash receptacles located throughout the Cemetery grounds has been collected and disposed of. Question 5: Will be the contractor be responsible for removal of unsightly flowers/decorations and other adornments as well? Answer 5: Only if they have blown from its original location. Question 6: According to the Solicitation, improved grounds mowing indicates that the mowing/trimming cycle to be every week during the growing season (April to September). This accounts for approximately 26 weeks; will the remaining 10 weeks be part of March, October, and November? Answer 6: Mowing begins, typically, in mid to late March and ends, typically, in mid-November. Question 7: If question 6 includes the months of March, October, and November, will it be safe to conclude as a period of nine months only (i.e. March to November)? Answer 7: Yes. Question 8: According to the Solicitation, Attachment A, Section 4.1.2. indicates the Contractor shall provide at least one full-time person dedicated to Quality Control. Does this mean the Quality Control Personnel will be in a yearly role, or just present during Scope of Work (SOW) activity only? Answer 8: The Quality Control person shall be on site during the performance of all services under this contract. If no services are being performed then there is no need for the Quality Control to be on site. Question 9: RFQ for commercial items attachment indicates under solicitation provisions and contract clauses a statement of equivalent rates for federal hires (e.g. Laborer, Grounds Maintenance, WG-3 Grade 1, $14.84 + $4.50); do we utilize these rates in the RFQ attachment or the wage determination in Attachment B? Answer 9: No, the statement of equivalent rates for federal hires is included for informational purposes only. Contractors are subject to the wage determination found in Attachment B and in accordance with FAR 52.222-41 Service Contract Labor Standards and FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards Price Adjustment (Multiple Year and Option Contracts). Question 10: Will mechanized equipment be allowed to travel on the Cemetery roadways from one section to the next during mowing operations or will the mowers need to be transported by truck and trailer from one section to the next? Answer 10: The mowers can use the roadways for travel. Any other vehicle considered being used on the roadways will require the approval of the Contracting Officer s Representative prior to use. Question 11: For staffing purposes, contractors will have to be staffed the entire year to meet the demands of the cemetery. Will the VA give contractors an estimate of how many mowing will be requested throughout the year in order that all contractors are bidding equally? Answer 11: The estimated quantity provided in the solicitation is 36 annually. Services under this contract are anticipated to be needed from Mid-March to Mid-November annually. 2. The following price schedule replaces the previous price schedule included in the original solicitation and shall be completed and returned by vendors responding to this solicitation.
