Description
SINGLE SOURCE ANNOUNCEMENT 1. Introduction/Statement of Intent This multiple year contract is to cover the anticipated Flight Standards and Aircraft Certification training quota for FY19 through FY24 in the Boeing 787 aircraft. The FAA intends to award a single source contract to Boeing US Training & Flight Service LLC, Renton WA 98055. 2. Description of Supplies/Services Requirement is for Boeing 787 Pilot Qualification Training consisting of Initial, Recurrent, and Simulator training. 3. Total Estimated Value and Period of Performance The total estimated value of the planned single source contract inclusive of all options is estimated at $856,808.00. The period of performance inclusive of all options is 04/15/2019 “ 04/14/2024. 4. Authority FAA Acquisition Management System (AMS) authority for the planned single source procurement is provided by AMS Policy Section 3.2.2.4. 5. Reasons for Single Source The FAA Academy has a requirement for a Indefinite Delivery/Requirements, Multiple Year (Base and Four Option Years), Firm Fixed-Price contract using single source for Boeing 787 Initial and Recurrent Pilot Qualification Training. Boeing U.S. Training and Flight Services has certificated B-787 simulators within North America and is the only authorized provider for commercial customers with an approved Boeing 787 training program that will provide training to the FAA. Obtaining the services on a single source basis is in the best interests of the government. United and American Airlines both have certificated simulators, however, they do not train anyone outside of their employment, which was verified on 07/20/2018 by the Supervisory Principal Operations Inspectors with the respective Certificate Management Offices. A Market Research “ Searching for Vendors was announced on the FAA ™s Contracting Opportunities website (FAACO) on 10/30/2018 and closed on 11/02/2018 with no response received. 6.
