Description

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-16-G-0001 to The Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA, 98108-4002, on an other than full and open competitive basis for the development and retrofit installation of Secondary Power Distribution System (SPDS) Software Version 9 (V9) into the P-8A aircraft. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the P-8A airframe, as well as the sole integrator of the avionics and weapons system, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Prior to the closing date of this synopsis, any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs. Responses shall be made in writing to the Government Points of Contract associated with this synopsis. No phone inquiries will be entertained. This synopsis is for informational purposes only.
