Sources Sought Notice Department of Veterans Affairs Request for Proposals Number: 36C25918R0034 Notice of Intent to Lease Approximately 28,000 to a maximum of 29,004 The max is lower than the min. Also, is this a hard range? I.e., if someone has 14,000 RSF will they not make the cut? Rentable Square Feet (RSF) of Space in Aurora, CO. Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. This sources sought notice supersedes any and all prior notices for this space, responses are due as stated below in the market survey paragraph. The Department of Veterans Affairs desires to lease sufficient rentable square footage to yield 29,004 rentable square feet or 25,220 net useable square feet (NUSF) in Aurora, CO for use as clinical / office space. The space must be on no more than 1 floor of contiguous space and can be provided by modification of existing space. On-site surface parking for 40 vehicles is required. A firm-term lease for up to 20 years will be considered. A market survey of properties offered for lease will be conducted by VA. Interested offerors (owners, brokers, or their legal representatives) should contact Richard Kern by telephone, mail, or e-mail no later than 2 P.M. (MST), 26 Nov 2018 at the address given herein. Space Requirements Space in an existing building must be located on no more than one (1) contiguous floor; and all space must be contiguous. First (1st) floor space is preferred; however, if space offered is not on the first floor, a minimum of one passenger elevator and one freight elevator must be provided. Net usable square feet does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Parking Requirements On-site parking lot must accommodate the greater of: (i) local code required pro-rata share of parking allotted to the building for the duration of the lease term or (ii) eighty-two (82) non reserved, standard sized, parking spaces. The building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Delineated Area To receive consideration, submitted properties must be located within or directly fronting the following delineated area: 1. North: E. Hampden Ave. 2. East: E-470. 3. South: E. Arapahoe Rd. 4. West: S. Parker Rd. This area is defined by the concentration of the veteran population. The Aurora business district sprawls and is not confined to one small area, it does not have a centrally defined business district. This delineated area does include several small business districts. Map: Lease Term Twenty (20) year firm term. VA reserves the right to request other lease term options. Submission Requirements Please provide as much as possible of the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA s assessment of your building will be solely dependent on the information you provide. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: Name of Owner. Address or locational description of the building. Age of building. Total existing gross square feet. Site plan depicting the building and parking. Floor plan of the proposed space. Identification of on-site parking for VA s use. A map demonstrating the building is within the delineated area. Description of ingress/egress to the building. FEMA map evidencing that the building lies outside the 100-year floodplain. A narrative and map describing proximity of the building to the nearest bus and/or train stop and major transportation routes. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to VA for development. Further, if the Offeror does not yet have a vested interest in the Property, but rather has a written agreement to acquire an interest, then the Offeror shall submit a fully executed copy of the written agreement with its offer, together with a statement from the current owner that the agreement is in full force and effect and that the Offeror has performed all conditions precedent to closing, or other form of documentation satisfactory to the LCO. These submittals must remain current. Any information related to title issues, easements and restrictions on the use of the building. A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. Offered building must not have a leasehold interest or active lease to other tenants at time of offer in order to be evaluated. ADDITIONAL REQUIREMENTS: The offered space: Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. Shall be fully serviced. Hours of operation: 7:00 am to 6:00 pm (Monday through Friday), 8:00 am to 2:00 pm (Saturday) but accessible for VA use 24 hours per day, 7 days per week. Shall not be next to a bar, liquor store or like establishment; Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales; and. Shall not be located near a school. Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. Space must be available for occupancy first quarter of 2019. BUILDING OWNERSHIP: BUILDING OWNERS/BROKERS MUST IDENTIFY IF THE OWNERSHIP ENTITY IS A REGISTERD VETERN OWNED SMALL BUSINESS (VOSB) OR A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). DOCUMENTION OF THE FRIM S REGISTRATION SHALL BE SUBMITTED WITH THE EXPRESSION OF INTEREST. Market Survey The Contracting Officer will make an initial evaluation to determine if the offered building meets VA s criteria as listed within this advertisement. If the building meets VA s criteria, a market survey may be necessary to evaluate the buildings submitted. If a market survey is necessary buildings will be evaluated as follows: Buildings will be scored as Pass or Fail in accordance with VA site selection criteria.
