Description

This market survey is released in order to comply with the Federal Acquisition Regulation (FAR) Part 10, paragraph 10.001(a)(2)(v). Contract W56JSR-16-D-0020 was awarded to Cubic Defense Applications, Inc. (CDA) September 27, 2016 for services related to the Ground Data Terminal (GDT), which is the main component within the Joint Surveillance Target Attack Radar System (Joint STARS) Surveillance, Control Data Link (SCDL). The SCDL uses CDA-proprietary waveforms and anti-jam technology for the GDT to transfer data. The Government does not possess the GDT technical data package.CDA is the developer of the GDT and currently provides services satisfactorily under contract W56JSR-16-D-0020. Per FAR Part 10, periodic market research is required to determine if there are other suitable sources that can satisfy the Government's requirements. The Government is querying the marketplace to determine if there are other sources capable of satisfying the Government's requirements for services for the Ground Data Terminal. The Government's immediate and projected requirements include depot support services, field service representative support, travel, technical support, repairs, test and inspection. In general, the source must be capable of providing services, such as inspection and test; repairing unserviceable parts, including satisfying Government-directed expedited repairs (90 day repair turnaround time); providing in-house technical support and field support related to the GDT systems and its parts; performing obsolescence investigations; performing tasks associated with Modification Work Orders (MWO). The source will be required to mark parts with part number, National Stock Number (NSN), and Unique Item Identification (UID), including IUID program compliance; verify item performance; maintain a quality program; provide engineering data for provisioning and updates to the Provisions Parts List (PPL), if needed; provide updates to technical manuals and training materials related to the parts, if and provide contract status reports, comply with contract manpower reporting requirements and provide preservation, packaging, package marking and shipping of parts, to include implementing Radio Frequency Identification (RFID). The source must be able to repair and verify the proper operation of the following spare parts (see Attachment A- NSN) needed to support the Joint Surveillance Target Attack Radar System (JSTARS) Surveillance and Control Data Link (SCDL) Ground Data Terminal (GDT) configuration. The services is procured via a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract and consist of the following items (NSNs, Part Numbers and Nomenclature are specified): see Attachment A - NSN. Each potential source must provide a response to this market survey, addressing their ability to provide the services specified above for the GDT. The response is not to exceed 10 pages in length.
