Description
This is a Sources Sought notice and is for informational and planning purposes only; it is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. The purpose of this Sources Sought notice is to determine, in particular, the interest/capability of firms to provide a certified Hemodialysis Certified Technician for 24/7 on call and call back coverage with a response time within six hours of notification for patients at the Lebanon VA Medical Center (VAMC). The Technician will utilize government dialysis equipment and must be available during days, nights, weekends and Federal holidays. The Hemodialysis system is a Phoenix Dialysis System, Product ID No. 103453; Serial No. PH24067 with a MARCOR Reverse Osmosis Hemodialysis Portable WRO300. The Lebanon VA Medical Center is located at 1700 South Lincoln Avenue, Lebanon, PA 17042. If interested, vendors shall submit the following capability statement that addresses and identifies/ demonstrates each of the following: Your ability to provide temporary Hemodialysis Technicians (or nurses) to perform this requirement onsite for the Lebanon VAMC. Your ability to provide services within six hours of notification. What is their call back time, how quickly can they respond (if not six hours of notification)? Do you have certified technicians/nurses available who can perform this service? Do you have certified technicians/nurses that are trained on Lebanon s dialysis equipment? What other equipment have the technicians/nurses been trained on? What is the difference in costs and what is the skillset of the nurse vs. technician? Summarize your experience in providing these services to your customers. How often have you done so, when was the last award (month/year)? If you provided this service, identify your customer (provide name/address/point of contact, phone number, e-mail address, temporary position that was hired to perform this service, contract number, dates of performance). The business type/size of your company DUNS Number Do you have an FSS Schedule (yes or no)? If yes, include the number, expiration date and listing of Special Item Number(s) (SIN) covered. Information from the DRAFT PWS includes the following: A certified Hemodialysis Technician shall be capable of providing acute dialysis therapy and renal replacement therapy utilizing government dialysis equipment. Contract Technician personnel shall show competent certification of acute hemodialysis workload of full or part time (greater than 20 hours per week) for at least eight months within the last two years. Technicians shall show competent certification from an accredited institution of learning that complies with all state and Federal regulations. Duties: Contract Technician (s)duties include: Set up, operation, cleaning, maintenance, and disinfecting of dialysis machine and related dialysis equipment in accordance with MTF policies and procedures. Attaching prescribed dialyzer and tubing to machine to assemble for use. Mixing of dialysate, according to formula using aseptic techniques. Priming dialyzer with saline or heparinized solution to prepare machine for use. Calculation of fluid removal or replacement to be achieved during dialysis procedure. Inspection of equipment settings, including pressures, conductivity (proportion of chemicals to water), and temperature to ensure conformance to safety standards. Initiation, termination, and monitoring of intradialytic treatments with Arteriovenous Fistula (AVF), Arteriovenous Graft (AVG), and catheters. Cleaning areas of access (fistula, graft, or catheter) and using antiseptic solution in accordance with VA policies and procedures. Connecting of hemodialysis machine to access in patient's forearm or catheter site to start blood circulating through dialyzer. Ensuring hemodialysis machine is working properly and that blood is moving through the tubing. Inspection of venous and arterial pressures as registered on equipment to ensure pressures are within established limits. Monitoring of patient for adverse reaction and hemodialysis machine and other dialysis equipment malfunction throughout dialysis treatment in its entirety. Performance and documentation of patient s pre, interim, and post dialysis treatment review of patient condition. Recording of all treatment information. Documentation of other information related to the care of the patient in the individual patient record. Monitoring of patient status during dialysis treatment by assessing patient s vital signs. Documentation of dialysis treatment parameters on dialysis flow sheets. Reporting of any significant changes in patient condition to the nephrologist. Checking blood chemistry deemed necessary to see if waste products are being removed via blood draws pre and post dialysis treatment as ordered Cleaning of equipment as needed and after each patient use. Initiation of basic Cardiopulmonary Resuscitation (CPR) measures in the event of cardiac and/or pulmonary arrest and responding to emergency situations related to dialysis treatment. Documentation shall be complete, timely, and compliant with Lebanon VAMC policies, and current Joint Commission Standards. This notice is being issued in an attempt to determine the level of interest among all socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. The NAICS code is 561320 with a size standard of $27.5 million.
