- This is a Notice of Intent for the U.S. Fish & Wildlife Service (USFWS) in Portland Oregon, to award a sole source firm fixed price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures. The RNAseq data are critical for allowing the Pacific Region FAC Program to carry out the mission of USFWS. This PR is to add new samples to a data set generated by Novogene in a previous contract. Because RNAseq data generated in different laboratories are not necessarily compatible with one another, it is necessary that Novogene perform the current work. The RNAseq data generated will be critical to the mission of USFWS Abernathy Fish Technology Center. They will inform us regarding the impacts of diets we are feeding steelhead in our national Fish Hatcheries, and thus impact the ability of the Fisheries and Aquatic Conservation Program to funciton. In following guidance of FAR Part 46.703 collecting these data is in the Governments best interests. There are no other sources capable of generating RNAseq libraries that we can guarantee will compatible with or standardized with libraries previously generated by Novogene. The barrier to competition is due to the sensitive nature of RNAseq library construction, and thus the lack of ability of other vendors to produce data compatible with those previously generated by Novogene. Therefore, the USFWS has decided to award this purchase order as a sole source acquisition to Novogene, a large business located within Sacramento, California. NAICS: 611430; PSC: U009 Educational/Training General No Solicitation or Request for Proposal (RFP) is available for this procurement. Any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 11/21/2018 at 11 A.M (PST). Responses received will be used for future acquisitions. Responses to this posting must be submitted in writing via email-only. A determination not to compete the described purchase order is solely based on the discretion of the USFWS.
