- SFL-TAP at its core is a transition assistance requirement or an employment assistance requirement that is concerned with compliance to the VOW Act. It is not a requirement to provide mental health services of any kind. This requirement has garnered many inquiries from mental health professionals and it now seems prudent to clarify this requirement succinctly, so this market segment does not labor under the illusion that the Army is seeking specific mental health outcomes. Generally, mental health care requirements would come from the Veterans Administration's contracting office.
