Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. All information is to be submitted at no cost or obligation to the Government. This is a SOURCES SOUGHT NOTICE to identify architect and engineering firms with the capacity, experience, and interest in providing design services, bid support services, and post-construction award support (PCAS) for the potential stabilization of approximately 600 linear feet of cliffline at the Naval Research Laboratory (NRL) Chesapeake Beach Detachment (CBD) located near Chesapeake Beach, Maryland. Services potentially will include the following: a) Provide feasibility study to consider the options to stabilize the slope in accordance with UFC 3-220-10N Soil Mechanics. Provide recommendations for stabilization of the critical and unstable sections of the entire slope that will facilitate the continued research mission, or portions of the slope deemed critical and recommendations for safe distances to exclude personnel from the remaining un-stabilized sections. Develop conceptual repair measures for slope stabilization considering the close proximity of the buildings, constructability of the concepts, and order of magnitude costs to evaluate if soil nailing is the appropriate stabilization method for this section of cliff line. b) Collect data from all installed inclinometers, and observe the building structures to evaluate for evidence of lateral movements. c) Perform additional geotechnical explorations and testing as may be necessary to complete engineering analysis to support design efforts. d) Assess the stability of the existing slope in front of existing buildings. e) Complete site and existing conditions survey including a subsurface utility designation and 15 test pits. f) Develop construction plans and specification documents for stabilization using soil nailing for competitive bidding. Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address, DUNS, and information regarding your company ™s experience in performing engineering services of similar scope and size in the last five years, not to exceed four (4) projects, identifying: contracting agency, contract number, title, place of performance, dates of performance, value of A/E contract, and construction cost estimate.
