Description
The Naval Sea Systems Command intends to issue a Basic Ordering Agreement (BOA) to Austal USA, LLC (Austal), 1 Dunlap Drive, Mobile, Alabama 36610-1703, for support of Post Delivery Test and Trial (PDT&T) efforts including Post Shakedown Availability (PSA) planning, emergent work, Final Contract Trials and Test and Evaluation (T&E) events to be performed on Littoral Combat Ships (LCS) 6, 8, 10, 12, 14, 16, 18, and 20. The scope will include planning, engineering, and material procurement beginning from BOA award through 30 September 2019. Austal is the only source with the requisite knowledge of the Ship's delivered configuration, deferred work, and incomplete changes to provide timely PSA Planning, T&E, and PDT&T Support during the Post Delivery period for the INDEPENDENCE variant beginning with LCS 6. The Orders issued under the Basic Ordering Agreement will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Companies interested in subcontracting opportunities should contact Austal directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
